IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve Modification Nos.
15, 16, 17, 17a, 17b, 17c, and 18 to Contract No. CW98887 with Great American
Corporation, and to authorize payment for the goods and services received and to be
received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. 15, 16, 17, 17a, 17b, 17c, and 18 to Contract
No. CW98887 with Great American Corporation Approval and Payment Authorization
Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modifications Nos. 15, 16, 17, 17a,
17b, 17c, and 18 to Contract No. CW98887 with Great American Corporation, and to authorize
payment for the goods and services received and to be received under the contract.
(b) On November 13, 2024, via Modification No. 15, the Office of Contracting and
Procurement (“OCP”), on behalf of the Department of Aging and Community Living, extended
the period of performance of option year 2 through January 16, 2025, and increased the not-to-
exceed (“NTE”) amount by $490,000, to $2,572,639.53.
(c) On November 25, 2024, via Modification No. 16, OCP deleted the price schedules of
option years 2, 3, and 4 and replaced them with revised price schedules.
(d) On December 5, 2024, via Modification No. 17, OCP extended the period of
performance of option year 2 through February 7, 2025.
(e) On January 16, 2025, via Modification No. 17a, OCP extended the period of
performance of option year 2 through March 7, 2025, and increased the NTE amount by
$490,000, to $3,062,639.53.
(f) On February 19, 2025, via Modification No. 17b, OCP extended the period of
performance of option year 2 through April 4, 2025, and revised the price schedules of option
years 2, 3, and 4.
(g) On February 21, 2025, via Modification No. 17c, OCP increased the NTE amount of
option year 2 by $20,000, to $3,082,639.53.
(h) Modification No. 18 will fully exercise option year 2, extend the period of
performance of option year 2 through May 15, 2025, and increase the NTE amount by
$1,758,531.87, to $4,841,171.40.
(i) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.

(j) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Great American Corporation cannot be paid for goods and services
provided in excess of $1 million for the period from May 16, 2024, through May 15, 2025.

Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Modification Nos. 15, 16, 17, 17a, 17b,
17c, and 18 to Contract No. CW98887 with Great American Corporation Approval and Payment
Authorization Emergency Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
