In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1- 523.01), and pursuant to section 204 of Title II of the Water and Sewer
Authority Establishment and Department of Public Works Reorganization Act of 1996, effective April
18, 1996 (D.C. Law 11-111; D.C. Official Code § 34-2202.04), I am pleased to nominate the following
individual:

for appointment as an alternate District resident member of the District of Columbia Water and Sewer
Authority Board of Directors, filling a vacant seat formerly held by Jed Ross, for the remainder of an
unexpired term to end September 12, 2027.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "District of Columbia Water and Sewer Authority Board of
20 Directors Laurence Gill Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

29 Water and Sewer Authority, established by section 204 of Title II of the Water and Sewer
30 Authority Establishment and Department of Public Works Reorganization Act of 1996, effective
31 April 18, 1996 (D.C. Law 11-111; D.C. Official Code § 34-2202.04), filling a vacant seat
32 formerly held by Jed Ross, for the remainder of an unexpired term to end September 12, 2027.
33 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
34 upon its adoption, to the nominee and to the Office of the Mayor.
35 Sec. 4. This resolution shall take effect immediately.

USDA Oracle Primavera Portfolio Management tool, including requirement
documentation, sources sought analysis, and proposal evaluation.
• System Implementation & Decommissioning: Managed the decommissioning of the
Oracle Primavera tool and implemented the Proven Optics Portfolio Management tool in
ServiceNow under a $3.2 million base-year contract.
• Small Business Liaison: Serve as the liaison between OCIO and the small business
community seeking contracts with USDA. Led the agency in achieving the President’s
goal of contracting $500 million annually with small businesses.
• IT Budget & Reporting: Developed and executed USDA's IT budget, aligning capital
planning with mission objectives. Consolidated annual OMB reporting for cybersecurity
and investment oversight.
• Federal Compliance & Strategic Planning: Ensured USDA compliance with the
Federal Information Technology Acquisition Reform Act (FITARA) and Technology
Business Management (TBM) framework, improving the FITARA scorecard from D+ to
B+ in two years.
• Cybersecurity & Risk Management: Developed USDA IT security budgeting policies
and implemented an enterprise-wide risk management strategy to evaluate IT investment

Laurence Gill
Mr. Laurence Gill is a Senior Information Technology Specialist at the
U.S. Department of Agriculture, bringing over 20 years of expertise in
artificial intelligence, cybersecurity, IT governance, and project
management. In his role, he oversees the IT investment portfolio
development process and serves as the Small Business Liaison for the
Office of the Chief Information Officer.
A Ward 6 resident, Mr. Gill earned his Bachelor of Arts in Public Policy
Analysis from the University of North Carolina, his Master's Degree in
Public Policy and Management from Carnegie Mellon University, and is
currently working toward his Doctor of Science in Cybersecurity from
Marymount University.
