A RESOLUTION

26-108

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

May 6, 2025

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0001, M0002, and M0003 to Contract No. CW108863 with La Clínica del Pueblo, Inc.,
and to authorize payment for the goods and services received and to be received under
the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW108863 with La Clínica del Pueblo, Inc.
Approval and Payment Authorization Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0001, M0002,
and M0003 to Contract No. CW108863 with La Clínica del Pueblo, Inc., and to authorize
payment for the goods and services received and to be received under the contract.
(b) On July 6, 2023, the Office of Contracting and Procurement (“OCP”), on behalf of the
Department of Behavioral Health, executed Contract No. CW108863 with La Clínica del Pueblo,
Inc., for substance use disorder outpatient treatment services, in the not-to-exceed (“NTE”)
amount of $700,000 for the period July 6, 2023, through July 5, 2024.
(c) On July 3, 2024, via Modification No. M0001, OCP exercised option year one in the
NTE amount of $700,000 for the period July 6, 2024, though July 5, 2025.
(d) Modification No. M0002 increased the NTE amount of option year one by $280,000,
from $700,000 to $980,000.
(e) Modification No. M0003 would increase the NTE amount of option year one by
$620,000, from $980,000 to $1.6 million.
(f) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
(g) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, La Clínica del Pueblo, Inc. cannot be paid for goods and services
provided in excess of $1 million for the period from July 6, 2024, through July 5, 2025.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the

Emergency Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
