A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

June 3, 2025

To declare the existence of an emergency with respect to the need to approve Modification Nos.
4, 5, and 6 to Contract No. CW88823 with Mansfield Oil Company of Gainesville, Inc.,
and to authorize payment for the goods and services received and to be received under
the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. 4, 5, and 6 to Contract No. CW88823 with
Mansfield Oil Company of Gainesville, Inc. Approval and Payment Authorization Emergency
Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modifications Nos. 4, 5, and 6 to
Contract No. CW88823 with Mansfield Oil Company of Gainesville, Inc., and to authorize
payment for the goods and services received and to be received under the contract.
(b) On November 22, 2024, the Office of Contracting and Procurement (“OCP”), on
behalf of the Department of Public Works, executed Modification No. 4 to exercise a partial
option of option year 3 in the not-to-exceed amount of $1 million for the period from November
19, 2024, through January 18, 2025.
(c) Modification No. 5 extended the partial option period through March 19, 2025, in the
not-to-exceed amount of $1 million.
(d) Modification No. 6 exercised the remainder of option year 3 and increased the total
not-to-exceed amount of the contract by $4.3 million.
(e) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
(f) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Mansfield Oil Company of Gainesville, Inc. cannot be paid for goods
and services provided in excess of $1 million for the period from November 19, 2024, through
June 30, 2025.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the

Gainesville, Inc. Approval and Payment Authorization Emergency Act of 2025 be adopted after
a single reading.

Sec. 4. This resolution shall take effect immediately.
