A RESOLUTION

26-150

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 1, 2025

To declare the existence of an emergency with respect to the need to approve multiyear Contract
No. CW126113 with Science Applications International Corporation to provide
equipment to support the District’s information and communications technology
infrastructure.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW126113 with Science Applications International
Corporation Emergency Declaration Resolution of 2025”.

Sec. 2. (a) The Office of Contracting and Procurement, on behalf of the Office of the
Chief Technology Officer, proposes to enter into a multiyear contract with Science Applications
International Corporation to provide equipment to support the District’s information and
communications technology infrastructure.
(b) The not-to-exceed price for the term of this multiyear contract with Science
Applications International Corporation is $40 million. The period of performance is 2 years from
the date of the award with 3 one-year option periods.
(c) Council approval is necessary to allow the District to receive the benefit of
these vital goods from Science Applications International Corporation in a timely manner.
(d) A multiyear contract allowed the District to receive better pricing for the
critical goods that will be obtained through an award to Science Applications International
Corporation.

Sec 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Emergency Multiyear Contract No. CW126113 with Science Applications International
Corporation Emergency Approval Resolution of 2025 be adopted on an emergency basis.

Sec. 4. This resolution shall take effect immediately.
