A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 1, 2025

To declare the existence of an emergency with respect to the need to approve Modification No.
M03 to Contract No. DCAM-21-NC-RFQ-0002Q with Spectrum Management, and to
authorize payment for the goods and services received and to be received under the
contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification No. M03 to Contract No. DCAM-21-NC-RFQ-
0002Q with Spectrum Management Approval and Payment Authorization Emergency
Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modification No. M03 to Contract
No. DCAM-21-NC-RFQ-0002Q with Spectrum Management, and to authorize payment for the
goods and services received and to be received under the contract.
(b) On October 1, 2024, via Modification No. M03, the Department of General Services
exercised option year 3 in the not-to-exceed amount of $5 million for the period October 1, 2024,
through September 30, 2025.
(c) Council approval is necessary because Modification No. M03 exercised an option
year with a value of more than $1 million during a 12-month period.
(d) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Spectrum Management cannot be paid for goods and services
provided in excess of $1 million for the period October 1, 2024, through September 30, 2025.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that
Modification No. M03 to Contract No. DCAM-21-NC-RFQ-0002Q with Spectrum Management
Approval and Payment Authorization Emergency Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
