142; D.C. Official Code § 1 -523.01), and pursuant to section 501 of the District of Columbia
Comprehensive Merit Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C. Official

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the reappointment of Douglas A. Warshofto the Public Employee Relations Board.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
resolution may be cited as the "Public Employee Relations Board Douglas A. Warshof
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the reappointment of:

as a public member of the Public Employee Relations Board, established by section 501 of the
District of Columbia Comprehensive Merit Personnel Act of 1978, effective March 3, 1979
(D.C. Law 2-139; D.C. Official Code§ 1-605.01), for a term to end December 12, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Legal Advisor, 1979-1981
Worked in increasingly responsible positions as the principal labor and employment
lawyer for the Congressional Research Service (CRS). As the Legal Advisor to the
Director and Coordinator for Policy Implementation , a Senior Level (SL) attorney
position, provided legal advice to the CRS Director(s) and senior Library officials,
including the Librarian of Congress, on prohibited personnel practices (including
employment discrimination), and labor relations matters (including adverse and
performance-based actions). In those positions, served as the attorney
representative for CRS handing representational matters (including unit
clarification petitions), furlough and reduction in force (RIF) issues, employee
grievances, appeals of conduct and performance -based adverse actions including
those involving separation , suspension and demotion, unfair labor practices (ULPs),
dispute resolution cases and EEO complaints. In so doing, represented the Service at
arbitration hearings, ULP hearings before the Federal Labo r Relations Authority
(FLRA), at agency administrative hearings on employment discrimination and in
Federal court when needed. As the long -term Chief Labor Negotiator for the Library
of Congress in negotiations with union representing bargaining unit employees in
CRS, served as the Library’s legal representative at administrative hearings dealing
with bargaining impasse issues before the Federal Med iation and Conciliation
Service (FMCS) and the Federal Service Impasses Panel (FSIP).
Throughout tenure at CRS, provided course training and one-on-one legal advice to
all levels of management on performance, conduct and labor/management matte rs.

As Assistant Chief Counsel, served as senior advisor to Board Member.
Responsibilities and duties included: performing or supervising research work in
connection with the appellate cases assigned by my Board Member on novel issues
involved in significant precedential cases of national interest, and on other issues
involving the Board’s policies, procedures, rules and regulations; analyzing and
recommending disposition of the most difficult cases, most often decided by the full
Board rather than by panels of three Members, which required expert attention to
the entire record and expeditious treatment; representing Board Member at pre -
decisional agendas, where cases are decided and voted on subject to review and
ratification by the Board Members represented at the agenda; preparing separate
concurring and dissenting opinions for Board Member; and supervising six to eight
counsels and senior counsels in both the preparation and writing stages of their
case work.

Taught a “Employee Relations” course covering labor -management relations law,
prohibited personnel actions, including employment discrimination, retaliation and

Douglas A. Warshof
Mr. Douglas A. Warshof is a current member of the Public Employee
Relations Board (PERB). He retired in 2014 from the Library of Congress
(LOC), where he served for over thirty years, including as the Chief Labor
Negotiator for the LOC in negotiations with the union representing
bargaining unit employees of the Congressional Research Service.
Mr. Warshof has an extensive background in employment and labor
relations. Prior to his work at the LOC, Mr. Warshof served as an
Assistant Chief Counsel to Board Member John A. Penello at the National
Labor Relations Board, where he supervised a staff of lawyers in the
preparation and writing stages of their casework. In addition, he has
teaching experience at the graduate school level, as a professor of
Employee Relations at the University of Maryland, University College, Graduate School of
Management and Technology.
A Ward 2 resident, Mr. Warshof earned his Bachelor of Arts in History and Social Studies from
Boston University and his Juris Doctor from George Washington University.
