IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 1, 2025

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0004, M0005, and M0006 to Contract No. CW103730 with Bound Tree Medical, LLC,
and to authorize payment for the goods and services received and to be received under
the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW103730 with Bound Tree Medical, LLC,
Approval and Payment Authorization Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0004, M0005,
M0006 to Contract No. CW103730 with Bound Tree Medical, LLC, and to authorize payment
for the goods and services received and to be received under the contract.
(b) On September 30, 2024, via Modification No. M0004, the Office of Contracting and
Procurement (“OCP”), on behalf of the Fire and Emergency Medical Services Department,
partially exercised Option Year 2, in the not-to-exceed amount of $995,000 for the period of
October 1, 2024, through December 26, 2024.
(c) On November 13, 2024, via Modification No. M0005, OCP exercised the remainder
of Option Year 2 at no additional cost for the period of December 27, 2024, through September
30, 2025.
(d) Modification No. M0006 will increase the not-to-exceed amount of Option Year 2 by
$605,000, from $995,000 to $1.6 million for the period of October 1, 2024, through September
30, 2025.
(e) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
(f) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Bound Tree Medical, LLC cannot be paid for goods and services
provided in excess of $1 million for the period of October 1, 2024, through September 30, 2025.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the

Sec. 4. This resolution shall take effect immediately.
