In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1- 523.01), and pursuant to section 2 of An Act To provide for voluntary
apprenticeship in the District of Columbia, approved May 21, 1946 (60 Stat. 204; D.C. Official Code
§ 32-1402), I am pleased to nominate the following person:

organizations member of the Apprenticeship Council, filling a vacant seat formerly held by Frederick
Howell, for the remainder of an unexpired term to end November 19, 2027.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the reappointment of Eric Powell to the Apprenticeship Council.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , that this
resolution may be cited as the "Apprenticeship Council Eric Powell Confirmation Resolution of
2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a public representative who is not a member of either employee or employer organization
member of the Apprenticeship Council, established by section 2 of An Act to provide for
voluntary apprenticeship in the District of Columbia, approved May 21, 1946 (60 Stat. 204; D.C.
Official Code§ 32-1402), filling a vacant seat formerly held by Frederick Howell, for the
remainder of an unexpired term to end November 19, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.
Eric Powell
I lead teams to improve outcomes in the face of compressed time frames, constrained budgets, and high stakes. In the
private sector, I developed a transferable skillset in both charting long-term priorities and building efficient processes that
drive ownership and results today. In the next chapter of my career, I am eager to combine this expertise with my
longstanding commitment to public service.
WORK EXPERIENCE
CapeCo Digital (November 2023 – Present)
Chief of Staff (Interim) Washington, DC
• Support the CEO on a diverse range of issues in a rapidly changing environment, including culture,
organization design, finance, human resource policy, and business strategy.
• Advise on budget formulation and execution, including merging inputs from authoritative personnel
• Maintain external relationships and administrative oversight on behalf of the Founder & CEO.
Hive Better (January 2023 – June 2024)
Founder & CEO Washington, DC
• Developed and executed outreach and engagement strategies across diverse communities and
external stakeholders, creating a network of hundreds of vetted candidates.
• Created strategy and vision to increase access to career-track jobs by addressing labor market
information asymmetries. Piloted with defense manufacturers in Chicago.
• Built technology to decentralize talent acquisition, including sourcing candidates, preparing
resumes, and providing on-the-job support.
• Contracted with over a dozen Chicago-area manufacturers, ranging from small, family-owned
enterprises to three Fortune 150 companies.
Amazon (2012 – 2022)
Director, Supply Chain (September 2021 – December 2023) Washington, DC
• Created and maintained cross-organizational relationships and collaboration to achieve complex
strategic objectives and oversee routine activities.
• Established strategic priorities, supply chain connectivity, and financial targets to optimize the end-
to-end North American network. Delivered Amazon’s lowest cost, highest quality, and fastest
speeds ever while growing capacity 38%.
• Authored the definitive North American supply chain budget of approximately $30 billion OPEX
and $15 billion CAPEX across over 30 business units.
• Determined capital expansion plans across over 1,200 locations. Developed a methodology and tool
to tie varied factors into a single financial model, avoiding $400 million in CAPEX and OPEX.
• Developed network plans for critical days, delivering the highest-volume, best customer experience,
and fastest delivery in Amazon history. Saved $175 million in last mile OPEX.
• Planned the largest reorganization of the U.S. network in a decade, in which we divided one
national network into eight regions and increased local fulfillment by over 50%.
Regional Director of Operations (March 2019 – September 2021) Washington, DC
• Proposed and stood up an organization dedicated to onroad operations. Developed staffing models,
standard work, and training. Recruited 20+ senior leaders to implement and grow the organization.
• Led delivery operations for most of the east coast, consisting of 200 owner-operator businesses and
15,000+ leaders, associates, and third-party drivers delivering 1.5 million packages per day.
• Created a safer experience for drivers and community members (14% improvement in composite
safety input), improved industry-leading delivery outcomes (45% reduction in delivery defects), and
enhanced driver experience (58 bps reduction in attrition) while doubling capacity.
• Led contractor labor planning for U.S. Created and deployed a tool to improve labor funnel insights,
which improved reliability and decreased costs by improving days worked per week from 3.6 to 3.9.
Director, Program Management (2017 – 2019) Seattle, WA
• Launched an employee driver program to cover unanticipated gaps in contractor capacity. Hired,
trained, and equipped 200 leaders and 6,200 drivers who delivered 13% of peak volume.
• Conceived and stood up a central operations team. This team standardized last mile staffing and
route planning, realizing 5% savings with no additional CAPEX or OPEX.
• Adapted Amazon’s supply chain to create an Amazon Shipping product. Worked alongside sales
and technology teams to build the offering to 20,000 packages per day in three cities.
General Manager (2016 – 2017) Baltimore, MD
• Responsible for the safety, quality, cost, and employee engagement of a 24/7 Amazon Robotics
Fulfillment Center with 5,000 full-time hourly associates and 125+ exempt managers.
• Achieved 50%+ improvement in inbound and outbound productivity, 75% improvement in quality,
and the best safety incident rate in the network.
General Manager (2015 – 2016) Windsor, CT
• Launched and operated Amazon’s first 24/7 fulfillment center in New England. Hired and led 30+
exempt leaders and 850+ non-exempt associates.
• Partnered with software development and engineering teams to launch a first-in-class Warehouse
Management System, including the largest Kiva robotics floor and only Kiva elevators in the world.
Various Front-Line Fulfillment Center Roles (2012 – 2015) Phoenix, AZ
• Advanced from Area Manager to Operations Manager to Senior Operations Manager in diverse
fulfillment center operating environments including sortable, nonsortable, softline, and crossdock.
U.S. Navy (2005 – 2014) (Active Duty 2005 – 2009; Active Reserves 2009 – 2014))
Tactical Action Officer, USS NIMITZ (CVN 68) (2007-2009) Homeport: San Diego, CA
• Sole Intelligence Officer in the Navy to qualify as a Tactical Action Officer, the Captain’s direct
representative for the defense of a nuclear-powered aircraft carrier. Rated #1 Lieutenant.
• Deployed to Middle East and Western Pacific areas of operation.
Fleet Intelligence Watch Officer, U.S. Naval Forces Central Command (2005-2007) Manama, Bahrain
• Responsible for threat indications and warning for all Navy assets operating in the Central
Command/Fifth Fleet area of responsibility.

Eric Powell
Mr. Eric Powell is an active member of the community . He was the
Founder and CEO of Hive Better, a company with a novel, community-
based approach to increasing access to career-track jobs.
Previously, Mr. Powell was a supply chain executive at Amazon, which
included time in many leadership roles, including the general manager of
robotics facilities and the director of east coast deliveries.
Mr. Powell served at sea and overseas as an officer in the U.S. Nav y
where he was awarded a Navy contract to decentralize manufacturer
staffing to diverse community leaders. As the glue that connected multiple
parties, Mr. Powell developed a deep appreciation for workers’, leaders’,
employers’, and educational institutions’ goals and challenges.
A Ward 6 resident, Mr. Powell earned his Bachelor of Arts in Economics and his Juris Doctor
from Harvard University.
