16 To declare the existence of an emergency with respect to the need to approve Modification Nos .
17 1, 2, 3, 4, 5, 6, 7, and 8 to Contract No . DCAM-20 -AE-0019 with DLR Group of DC , P.C.,
18 and to authorize payment for the goods and services received and to be received under the
19 modifications.

21 RESOLVED, BY TH E COUNCIL OF THE DISTRICT OF COLUMBIA , That this
22 resolution may be cited as the "Modification Nos . 1, 2, 3, 4, 5, 6, 7, and 8 to Contract No.
23 DCAM-20-AE-0019 with DLR Group of DC , P.C . Appro val and Payment Authorization
24 Emergency Declaration Resolution of 2025".
25 Sec. 2. (a) There exists an immediate need to approve Modification Nos . 1, 2, 3, 4, 5, 6, 7,
26 and 8 to Contract No. DCAM-20 -AE -0019 with DLR Group of DC , P.C., and to authorize payment
27 for the goods and services received and to be received under the modifications.
28 (b) Contract No . DCAM-20-AE -0019 was deem ed approved by the Council on July 10,
29 2021, as CA24 -0192, in the amount of$1 ,575,000 (including an existing letter contract amount of
30 $950,000).
31 ( c) By Modification No . 1, dated September 22, 2022, the Departm ent of General Services
32 ("DGS") increased the amount of the contract by $595,000, from $1 ,575,000 to $2,170,000.

(d) By Modification No. 2, dated April 21, 2023, DGS increased the amount of the contract 33
by $87,600, from $2,170,000 to $2,257,600. 34
(e) By Modification No. 3, dated October 12, 2023, DGS increased the amount of the 35
contract by $29,000, from $2,257,600 to $2,286,600. 36
(f) By Modification No. 4, dated March 29, 2024, DGS increased the amount of the contract 37
by $158,950, from $2,286,600 to $2,445,550. 38
(g) Modification No. 5, dated May 9, 2024, was an administrative modification. 39
(h) By Modification No. 6, dated August 14, 2024, DGS increased the amount of the 40
contract by $72,125, from $2,445,550 to $2,517,675. 41
(i) Modification No. 7, dated August 23, 2024, DGS increased the amount of the contract 42
by $26,000, from $2,517,675 to $2,543,675. 43

(j) Modification No. 8 will increase the amount of the contract by $231,680, from 44
$2,543,675 to $2,775,355, which is a cumulative increase to the amount of the contract of 45
$1,200,355. 46
(k) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 47
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 48
necessary since the modification will increase the value of the contract by more than $1 million 49
during a 12-month period. 50
(l) Approval is necessary to allow the continuation of these vital services. Without this 51
approval, DLR Group of DC, P.C. cannot be paid for goods and services provided in excess of $1 52
million. 53
Sec. 3. The Council of the District of Columbia determines that the circumstances 54
enumerated in section 2 constitute emergency circumstances making it necessary that the 55
Modification Nos. 1, 2, 3, 4, 5, 6, 7, and 8 to Contract No. DCAM-20-AE-0019 with DLR Group 56
of DC, P.C., Approval and Payment Authorization Emergency Act of 2025 be adopted after a 57
single reading. 58
Sec. 4. This resolution shall take effect immediately. 59
