A RESOLUTION
26-153
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
July 1, 2025
To amend the Rules of Organization and Procedure for the Council of the District of Columbia,
Council Period 26, Resolution of 2025 to authorize the submission of a grant budget
modification for Fiscal Year 2025 grant funds submitted by the University of the District
of Columbia, to allow a hearing of the Committee of the Whole held during recess to
satisfy the public hearing requirement for permanent legislation, and to clarify that the
Council may hold legislative meetings during a period of recess.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Council Period 26 Recess Rules Amendment Resolution of
2025”.
Sec. 2. The Rules of Organization and Procedure for the Council of the District of
Columbia, Council Period 26, Resolution of 2025, effective January 2, 2025 (Res. 26-1; 72 DCR
1289), is amended as follows:
(a) Rule 306(b) is amended as follows:
(1) Paragraph (4) is amended to read as follows:
“(4) The Committee of the Whole may hold a hearing or roundtable, including a
joint hearing or roundtable, on any matter relating to the affairs of the District during the
recess.”.
(2) A new paragraph (5) is added to read as follows:
“(5) A request for a budget modification for Fiscal Year 2025 grant funds that is
submitted by the University of the District of Columbia may be transmitted to the Secretary from
July 15 through September 15, 2025.”.
(b) Rule 371 is amended as follows:
(1) Subsection (b) is repealed.
(2) Subsection (c) is amended as follows:
(A) Paragraph (1) is amended to read as follows:
“(1) “Meeting of a committee” means a regular, special, or additional committee
meeting where votes are taken.”.
(B) Paragraph (2) is amended to read as follows:

“(2) “Meeting of the Council” means a regular, special, or additional legislative
meeting.”.
(c) Rule 373(a), (c), and (e) are repealed.
(d) Rule 374(c) is repealed.
(e) Rule 375(8) is amended to read as follows:
“(8) To discuss and take action regarding specific methods and procedures to
protect the public or a public body from existing or potential terrorist activity or other substantial
dangers to public health and safety, or to receive briefings by staff members, legal counsel, law
enforcement officials, or emergency service officials concerning these methods and procedures;
provided, that disclosure could endanger the public or the public body;”.
(f) Rule 376(a)(2) is amended by striking the phrase “roll call vote” and inserting the
phrase “recorded vote” in its place.
(g) Rule 652(c)(2)(A) is amended by striking the phrase “the chairperson of the ad hoc
committee or the Chairman shall” and inserting the phrase “the chairperson of the ad hoc
committee shall” in its place.
(h) Rule 705 is amended by adding a new subsection (c) to read as follows:
“(c) Notwithstanding any other Rule, the Chairman may call an additional legislative
meeting of the Council pursuant to Rule 303 to consider the Mayor’s annual proposed budget for
the District government and any revised, supplemental, or deficiency budget submitted pursuant
to section 442 of the Charter (D.C. Official Code § 1-204.42) during a recess of the Council.”.
(i) Rule 711 is amended as follows:
(1) The existing text is designated as subsection (a).
(2) A new subsection (b) is added to read as follows:
“(b) Notwithstanding subsection (a) of this section, a request for a budget modification
for Fiscal Year 2025 grant funds submitted by the University of the District of Columbia may be
submitted, and the time period for the request may be counted, from July 15 through September
15, 2025.”.
Sec. 3. Sunset.
Section 2(a) and (i) shall expire on September 15, 2025.
Sec. 4. Effective date.
This resolution shall take effect immediately.
