In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1- 523.01), and pursuant to section 403 of the Human Rights Act of 1977,
effective December 7, 2004 (D.C. Law 15-216; D.C. Official Code § 2- 1404.03), I am pleased to
nominate the following individual:

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19 resolution may be cited as the "Commission on Human Rights Antonesia Wiley Confirmation
20 Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

28 as a member of the Commission on Human Rights, established by section 401 of the Human
29 Rights Act of 1977, effective December 7, 2004 (D.C. Law 15-216; D.C. Official Code§ 2-
30 1404.01), filling a vacant seat, for the remainder of an unexpired term to end December 31,
31 2028.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

- Actively drives the National Urban League policy platform in Congress and mobilizes the organization’s
nationwide grassroots network by creating compelling issue campaigns such as the “Pass the George
Floyd Justice in Policing Act”, “Justice for Breonna Taylor”, and “Justice for Ahma ud Arbery” which
netted 10,000+ constituent contacts to congressional, state, and local officials
- Director, trainer, and curriculum developer for the National Urban League Congressional Advocacy
Program, a six-month distance and experiential learning program that prepares advocates across the
country to engage Congress and shape state and local level policy
- Producer and co -host of the National Urban League ’s “For The Movement” podcast which brings
together elected officials, prominent thought-leaders, and advocates to discuss policy, social, and civil
rights issues affecting communities of color
- Coordinates public-facing convening events and panels during the National Urban League ’s Annual

transfusion programs, including FDA inspection activities with 12 direct reports
- Served as Interim Director of Problem Management during organization restructure with
responsibility and oversight of 72 professional staff nationwide
- Translated policies and laws governing biologics into simple, executable work processes for front-
line staff and volunteers
- Led numerous process improvement initiatives including a cross-functional impact analysis that
standardized corporate Material Review Board decisions for non-conforming products. The process
improvement yielded a 50% reduction in cycle time and product waste due to delayed dispositions
- Team’s efforts led to the organization’s December 2015 release from the 2003 FDA Amended
Consent Decree

Antonesia Wiley
Ms. Antonesia “Toni” Wiley is the Director of Advocacy at the National
Urban League’s Washington Bureau, where she works with various
organizational partners and community stakeholders to drive the Urban
League's policy platform in Congress and at the grassroots level. She also
directs the Congressional Advocacy Program and co-hosted and produced
the National Urban League’s “For the Movement” podcast. Ms. Wiley is
a former National Urban League Young Professionals ELT member,
serving two terms from 2015 to 2019 as the organization’s first National
Advocacy Committee Chair.
Ms. Wiley has an extensive background in non- profit management with
a focus on public health and minority health disparities. Prior to her work
at the National Urban League, she was a senior manager overseeing compliance and process
improvement for the American Red Cross’ national blood services and transfusion program. She
also served on boards for the University of Alabama-Birmingham Minority He alth Disparities
Research Center and the American Cancer Society.
A Ward 5 resident, Ms. Wiley earned her Bachelor’s Degree in theology and pre-medicine from
Georgetown University, where she serves on the Undergraduate Admissions Board and is a
member of the Georgetown University Alumni Loyalty Society. She also earned her M aster’s
Degree in Public Health Administration from George Washington University.
