IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 14, 2025

To amend the Rules of Organization and Procedures for the Council of the District of Columbia,
Council Period 26, Resolution of 2025, to authorize the Committee of the Whole to take
official action during the Council Recess.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Council Period 26 Second Recess Rules Amendment Resolution
of 2025”.

Sec. 2. The Rules of Organization and Procedure for the Council of the District of
Columbia, Council Period 26, Resolution of 2025, effective January 2, 2025 (Res. 26-1; 72 DCR
1289), is amended as follows:
(a) Section 306(b) is amended by adding a new paragraph (6) to read as follows:
“(6)(A) The Committee of the Whole may hold a committee meeting to take
official action on a measure during a recess of the Council; provided, that it files and circulates
notice, which shall be made publicly available at least 48 hours before the meeting, of the date,
hour, and place of the meeting and a list of measures to be considered. A draft agenda and a draft
of each measure to be considered at the meeting shall be circulated at least 24 hours before the
meeting.
“(B) Upon circulation of a notice described in subparagraph (A) of this
paragraph, any committee that is earlier in the sequence of a sequentially referred measure
included in the list of measures to be considered by the Committee of the Whole may also hold a
committee meeting to take official action on the same measure prior to the meeting of the
Committee of the Whole; provided, that the committee files and circulates notice at least 24
hours before a meeting of the date, hour, and place of a committee meeting. Such notice shall
include a copy of the agenda and a draft of any measures to be considered at the meeting.
“(C) Notwithstanding any other rule, the adoption of the committee report
and the committee print of a measure by a committee described in subparagraph (B) of this
paragraph shall render the measure ripe for consideration by the Committee of the Whole, and
such measure shall be presented at the meeting described in subparagraph (A) of this paragraph
in conjunction with the Committee of the Whole markup of the same measure.”.
(b) This section shall expire on September 15, 2025.

Sec. 3. This resolution shall take effect immediately.
