17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

of the integrated fare collection system using contactless smartcard
technology, enhanced communication systems deployments, etc.

variety of industrial, institutional, governmental, and private sector clients.
Career Details:
Daniel E. Hanlon, P.E. , F.NSPE is a seasoned technical and business professional,
with over 40 years of experience in both the private and public sectors. His work has
included program management and administration, management of engineering
design, construction and operations for complex systems, facilities, and infrastructure
projects with particular emphasis on strategic and budgetary planning and
organizational structure and operations. Mr. Hanlon has extensive experience in
capital and operational budget development and management, construction
management, energy management, transportation, and environmental systems,
building renovation, historic preservation, and infrastructure design, operations, and
modernization with a particular focus on facility design and construction for campus
environments, transportation systems, telecommunications, heating, ventilating and
air conditioning, central plant operations, security, fire protection and life safety. He
has also served as a technical and professional witness and panel member for many
institutional and governmental entities including universities, the U.S. Congress, state
legislatures and local units of government.

Recent Employment History:
2017-2024 Director of Planning and Construction Administration Services for
Loring Consulting Engineers Retired - Mr Hanlon lead a mid -size
(250 person) professional engineering and consulting team specializing
in providing MEP engineering/ technical and business solutions to a
wide variety of industrial, institutional, governmental, and private
sector clients. Core areas of technical services provided included
facility management support services, engineering design, construction
supervision and administration , energy management, systems
commissioning and business solutions to complex facility design and
operational problems.
14’ to ’17 Senior Progam Director and Owner Representative for the MGM Hotel
and Casino – Mr. Hanlon recently completed an assignment managing the
design and construction for the MGM Hotel and Casino Project at National
Harbor, MD – a $1.3 billion, 3 million square foot LEED gold, state of the art
hospitality and entertainment building complex.
’11 to ’14 Director of Capital Programs and Construction Management for
American University - Mr. Hanlon was responsible the delivery of in
a comprehensive capital program for new and renovated facilities
valued at over $450 million. This program included historic building
renovations and adaptive reuse, construction of the new Washington
School of Law, new HQ for National Public Radio affiliate - WMAU
and the new East Campus consisting of approximately 1,3 00,000
square feet of new and renovated academic/institutional facilities .
Also responsible for the development of an energy and utility master
plan and implementation of the associated infrastructure design,
construction/renewal or modernization required to support a 21 st
century university campus.
’10 to ’11 Senior Vice President for Project Development and Engineering
for Washington Gas Energy System (WGES) – Mr. Hanlon was
responsible for total project development, engineering, and program
delivery. WGES is the non -regulated, design/build arm of the
Washington Gas Light Holdings, the regional natural gas utility.
WGES develops and implements projects and programs in the energy
conservation, renewal, and production. These initiatives incorporate
the development of new and enhanced operational and management
processes, and strategies for areas in the private and public sectors
including transportation, energy, and healthcare ,
environmental/sustainable design, federal, state and local governmental
and military support services.
’08 to ’10 Senior Consultant/Program Director/Manager for the Parsons
Corporation Mr. H anlon was responsible for total program
development and delivery. Parsons - one of the United States’ leading
engineering design, construction management and operational
consulting firms – is involved worldwide with programs and initiatives

that incorporate the development of new and enhanced operational and
management processes, and strategies for many areas in the private and
public sectors including transportation, energy, healthcare,
environmental/sustainable design, security, telecommunications, and
military support services. Past assignments included the development
of a comprehensive transportation and support infrastructure LRT
program for Dubai, UAE Rail Transportation Authority, the City of
Houston, Texas valued at approximately $8 billion and $2 billion
respectively as well as providing senior level planning and program
development and management for the Miami Date Transit Authority.
’05 to ’08 Chief Engineer for the Washington Metropolitan Area Transit
Authority (WMATA) Mr. Hanlon was responsible for providing
engineering leadership and continued technical support for facility and
systems and vehicle design, procurement, and operations, ensuring
safety, reliability and best maintenance practices for facilities and
vehicles, as well as providing project management, inspection and
acceptance for new and rehabilitated busses and railcars. Overseeing
the activities of more than 100 professional employees successfully
completed six railcar and bus contracts for a total value of over $1
billion. He was instrumental in the development and implementation of
several internal strategic realignment and reorganization initiatives.
Was a strong proponent and initiator for the support of innovated
operations and maintenance processes and procedures such as lean
manufacturing, reliability centred maintenance (RCM), enhanced staff
training, implementation of centralized knowledge management, and
the establishment of a comprehensive commissioning program to
document, train and test all vehicles, facilities, and systems, ensuring
more reliable and efficient operation and customer satisfaction.
Maintained good working relations with the twelve -member appointed
Board of Directors, and he represented with external constituency
groups, planning and funding agencies, and governmental bodies at the
international, federal, state, regional and local levels, as well as with
public and private sector organizations. Established good relationship
with key international suppliers /consultants and delivered excellent
level of technology transfer to local /national/international engineering
and technical professionals.
2000 to ’05 President of Sebesta Blomberg and Associates - Mr Hanlon lead a
mid-size (250 person) professional engineering and consulting firm
specializing in providing technical and business solutions to a wide
variety of industrial, institutional, governmental, and private sector
clients. Core areas of technical services provided included facility
management support services, engineering design, construction
supervision, energy management, systems commissioning and business
solutions to complex facility design and operational problems .
Promoted the idea of fully int egrated control systems and responsible
for set ting up the E&M design management team s. Lead the over all
E&M systems to concept design stage. Developed key interface
requirements with civil and architecture designe rs for stations, plant
and associated facilities and structures.

’84 to 2000 Director of Engineering for the Architect of the Capitol - Mr.
Hanlon p rovided leadership and oversight for major governmental
facilities operations including staffing and budget development, as well
as supervision and planning for the design, construction, and
operations of the Capitol Complex. Th e Architect of the Capitol
manages the grounds and facilities of the U.S. Congress, U.S. Library
of Congress, and the U.S. Supreme Court, consisting of approximately
15 million square feet of office, public assembly, conference, and
governmental facilities with approximately 2,000 full -time and part -
time employees. Exercised control over all engineering and
construction related to facilities within the Capitol Complex,
representing annual operational expenditures of approximately $200
million, as well as building construction, modernization and renovation
projects totalling annual capital expenditures between $100 and $400
million. Significant projects included the design, construction and
operations on an underground automated people mover system using
linier induction technology and planning integration for transportation
systems around the Capitol Campus and the Mall.
’77 to ‘84 City Engineer/Engineer-in-Charge for Ann Arbor, MI – Mr. Hanlon
managed a diverse administrative duty, including supervision of capital
improvements programs, facilities management, budgeting, personnel
and project management, public information forums, state/federal
governmental grants administration, and standards writing. Mr Hanlon
worked closely with the University of Michigan on the development of
the North Campus, expansion of the University Hospital, underground
law library, and many other campus capital improvements. Other
typical projects included downtown redevelopment program, bus
system expansion, water and wastewater system modifications,
hydroelectric plant expansions and operations, park system planning
and construction, development of a computer based information
management and optimization system, solid waste disposal and
recycling program , landfill optimization and methane utilization
program, industrial pollution control programs and water resource
management as well as redevelopment o f several hydroelectric plants.
Also solar heated utility management facility, expansion and
modernization of 40 MGD w ater and 80 MGD waste water p lants,
children’s’ muse um and arts centre development, organizational
support of the Ann Arbor Art Fair, etc.

Dan Hanlon
Mr. Dan Hanlon is a recently retired and deeply experienced Senior
Program Manager with a demonstrated history of working in the
engineering and construction industry. He worked for numerous DC area
organizations and projects, including Loring Consulting Engineers,
MGM Hotel and Casino, American University, and Washington Gas. He
is skilled in engineering and project management for large complex
projects, strategic planning, management of nonprofit organizations,
public speaking, construction management, and proposal development.
A Ward 3 resident, Mr. Hanlon earned his Bachelor of Science in
Mechanical Engineering from the University of Florida and his Master of
Science in Engineering Sciences from Columbia University.
