A RESOLUTION

26-182

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 28, 2025

To declare the existence of an emergency with respect to the need to officially designate the
public alley system within Square 6153, bounded by 4th Street, SE and Atlantic Street,
SE as Congress Cove Court.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Congress Cove Court Designation Emergency Declaration
Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to officially designate the public alley system
within Square 6153, bounded by 4th Street, SE and Atlantic Street, SE as Congress Cove Court.
(b) The Congress Cove Court Designation Act of 2025, passed on 2nd reading on July
28, 2025 (Enrolled version of Bill 26-120), was adopted on final reading by the Council on July
28, 2025.
(c) Emergency legislation will allow the applicant who owns 2 lots fronting the alley to
obtain District agency approvals for development of several residential units, including permits
and utility location, before the permanent legislation completes the 30-day congressional review
period.

Sec. 3. The Council of the District of Columbia finds that the circumstances enumerated
in section 2 constitute emergency circumstances making it necessary that the Congress Cove
Court Designation Emergency Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
