26-181

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 28, 2025

To declare the existence of an emergency with respect to the need to enact and amend provisions
of law necessary to support the Fiscal Year 2026 budget and for other purposes.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as “Fiscal Year 2026 Budget Support Emergency Declaration Resolution
of 2025”.

Sec. 2. (a) The Fiscal Year 2026 Budget Support Act of 2025, passed on 2nd reading on
July 28, 2025 (Enrolled version of Bill 26-265) (“Fiscal Year 2026 Budget Support Act of
2025”), contains various measures necessary to support the Fiscal Year 2026 Budget and
Financial Plan.
(b) There are several time-sensitive provisions contained in the Fiscal Year 2026 Budget
Support Act of 2025 that need to be in place in advance of October 1, 2025.
(c) Other provisions in the emergency bill will retain the October 1, 2025, applicability
date as provided in the permanent legislation but should be enacted prior to October 1 to allow
agencies and stakeholders to prepare for implementation.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the Fiscal
Year 2026 Budget Support Emergency Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
