Enclosed for consideration and approval by the Council of the District of Columbia is the
“Transfer of Jurisdiction of Portions of U.S. Reservations 343-C and 343-D, S.O. 23-03016,
Emergency Approval Resolution of 2025” and the “Transfer of Jurisdiction of Portions of U.S.
Reservations 343-C and 343-D, S.O. 23-03016, Emergency Declaration Resolution of 2025.”
The proposed resolutions will, on an emergency basis, approve the transfer of jurisdiction of
portions of U.S. Reservations 343-C and 343-D from the National Park Service to the District, to
facilitate the District’s 11th Street Bridge project.

16 To approve, on an emergency basis, the transfer of jurisdiction of portions of U.S. Reservations
17 343-C and 343-D from the National Park Service to the District for uses associated with
18 the 11th Street Bridge Project.

20 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
21 resolution may be cited as the "Transfer of Jurisdiction of Portions of U.S. Reservations 343-C
22 and 343-D, S.O. 23-03016, Emergency Approval Resolution of 2025".
23 Sec. 2. Pursuant to section 1 of An Act To authorize the transfer of jurisdiction over public land
24 in the District of Columbia, approved May 20, 1932 ( 47 Stat. 161; D.C. Official Code § 10-111),
25 the Council approves the transfer of jurisdiction from the U.S. Department of the Interior,
26 National Park Service to the District of Columbia over approximately 165,294 square feet ofland
27 and approximately 5,653 square feet of air rights, being portions of U.S. Reservations 343-C and
28 portions of U .S. Reservation 343-0, and also being a portion of Lot 800 in Square 5600, as shown
29 on the Surveyor's plats in S.O. 23-03016.
30 Sec. 3. Transmittal.
31 The Council shall transmit a copy of this resolution, upon its adoption, to the Mayor,
32 Surveyor of the District of Columbia, the District of Columbia Recorder of Deeds, the Executive

Director of the National Planning Commission, the Speaker of the United States House of 33
Representatives, the President Pro Tempore of the United States Senate, and the Regional 34
Director of the National Capital Region of the National Park Service. 35
Sec. 4. Fiscal impact statement. 36
The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal 37
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 38
approved October 16, 1975 (120 Stat. 2038; DC Official Code §1-301.47a). 39
Sec. 5. Effective date. 40
This resolution shall take effect immediately. 41

Conclusion
Funds are sufficient in the proposed revised fiscal year 2025 budget and proposed fiscal year 2026
through fiscal year 2029 budget and financial plan to implement the proposed approval resolution.
Background
The 11th Street Bridge Park will be the District’s first elevated park and will be located adjacent to the
local 11 th Street Bridge. The Park will include playgrounds, urban agriculture, environmental
education spaces, and outdoor performance spaces. The Park will span from the Washington Navy
Yard to Anacostia Park.
The proposed approval resolution approves the transfer of land located along the east ban k of the
Anacostia River from the National Park Service to the District of Columbia to support the eastern
landing of the 11 th Street Bridge Park project. The transfer, which includes 165,294 square feet of
land and 5,653 square feet of air rights, is roughly bounded by Anacostia Drive, S.E., Marion Barry
Avenue, S.E., the 11th Street, S.E. ramp to Interstate 295, and 11th Street, S.E.1

Financial Plan Impact
Funds are sufficient in the proposed revised fiscal year 2025 budget and proposed fiscal year 2026
through fiscal year 2029 budget and financial plan to implement the proposed approval resolution.
The District Department of Transportation will maintain the land prior to the 11th Street Bridge Park
project construction within the agency’s existing budgeted resources. The District is prohibited from
utilizing any District funds for the operations or maintenance of the 11 th Street Bridge Park. 2
Following completion of the project, the organization that manages the Park, Building Bridges Across
the River, will maintain the land.
