142; D.C. Official Code § 1-523.01), and pursuant to section 3043 of the Fatality Review Committee
Amendment Act of 2018, effective October 30, 2018 (D.C. Law 22-168; D.C. Official Code § 5 -
1431.02), I am pleased to nominate the following individual:

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Rachel Mackey to the Violence Fatality Review Committee.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Violence Fatality Review Committee Rachel Mackey
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

of homicide or suicide member of the Violence Fatality Review Committee, established by
section 3042 of the Fatality Review Committee Amendment Act of 2018, effective October 30,
2018 (D.C. Law 22-168; D.C. Official Code§ 5-1431.01), filling a vacant seat formerly held by
Clayton Rosenberg for the remainder of an unexpired term to end October 12, 2025, and for a
subsequent term to end October 12, 2028.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Rachel Mackey
Ms. Rachel L. Mackey is an accomplished funeral director with a rich
background in the funeral services industry. As Managing Partner at
Everly Funeral Home & Cremation Services. S he oversees operations,
financial management, and community relations.
In addition to her professional roles, Rachel actively contributes to the
field through various volunteer positions. She serves on the National
Board Exam Committee for the International Conference of Funeral
Service Examining Boards and is a member of the National Funeral
Directors Association's Member Resources Group.
Her extensive experience in managing complex cases, enhancing
operational procedures, and advocating for community safety, combined with her volunteer work,
uniquely positions her to contribute meaningfully to violence fatality reviews and public safety
initiatives
A Ward 2 resident, Ms. Mackey earned her Bachelor of Science in Mortuary Science from the
University from Minnesota and her Master of Science in Thanatology from Marian University.
