142; D.C. Official Code § 1-523.01), and pursuant to section 3043 of the Fatality Review Committee
Amendment Act of 2018, effective October 30, 2018 (D.C. Law 22-168; D.C. Official Code § 5 -
1431.02), I am pleased to nominate the following individual:

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the "Violence Fatality Review Committee Tia Bell Confirmation
19 Resolution of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 Fatality Review Committee, established by section 3042 of the Fatality Review Committee
29 Amendment Act of 2018, effective October 30, 2018 (D.C. Law 22-168; D.C. Official Code§ 5-
30 1431.01), filling a vacant seat formerly held by Ari Davis, for the remainder of an unexpired
31 term to end October 12, 2025, and for a subsequent term to end October 12, 2028.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

Ms. T
ia Bell is the founder of The T.R.I.G.G.E.R. Project. She is on a
mission to transform the approach to gun violence in DC with a grassroots
prevention program focused on providing safe space for youth survivors
and telling the stories of gun violence users. Through paid summer
employment, young adults learn about the causes of gun violence and plan
prevention projects to promote peace in their communities.
The T.R.I.G.G.E.R. Project offers year -round programming (including a
summer program for 125 adolescents and young adults to engage in
project-based learning, academic support ), and workforce and
socioemotional development, coordinates an annual ‘End Gun Violence
Citywide Festival,” and advocates to spread awareness.
A Ward 7 resident, Ms. Bell earned her Bachelor of Science in Sports Management and her Master
of Arts in Youth Development and Leadership from the North Carolina State University.
