A RESOLUTION

26-217

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

October 7, 2025

To declare the existence of an emergency with respect to the need to authorize the Office of
Human Rights to adopt rules and regulations to implement the provisions of this
Language Access Act of 2004.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Language Access Rulemaking Emergency Declaration
Resolution of 2025”.

Sec. 2. Emergency legislation is necessary to ensure the Mayor, through the Office of
Human Rights, can promulgate and amend rules and regulations to allow for the fair and
effective enforcement of the Language Access Act of 2004, effective June 19, 2004 (D.C. Law
15-167; D.C. Official Code § 2-1931 et seq.).

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances, making it necessary that the
Language Access Rulemaking Emergency Amendment Act of 2025 be adopted after a single
reading.

Sec. 4. This resolution shall take effect immediately.
