IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

October 7, 2025

To declare the existence of an emergency with respect to the need to approve multiyear Contract
No. CW124879 with Modaxo Traffic Management USA, Inc.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Multiyear Contract No. CW124879 with Modaxo Traffic
Management USA, Inc., Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve multiyear Contract No. CW124879
with Modaxo Traffic Management USA, Inc.
(b) The Office of Contracting and Procurement, on behalf of the Department of Motor
Vehicles, proposes to enter into a multiyear contract with Modaxo Traffic Management USA,
Inc., to support the provision of ticket processing and related services for parking and traffic
violations. The proposed contract’s period of performance is from October 16, 2025, through
October 15, 2030, in the not-to-exceed amount of $100,457,950.38.
(c) Under section 451(c)(3) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(c)(3)), and section 202 of the
Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C.
Official Code 2-352.02), Council approval is necessary before the award of a multiyear contract.
(d) Emergency legislation is necessary to approve the multiyear contract before the
period of performance begins.

Sec 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Contract No. CW124879 with Modaxo Traffic Management USA, Inc., Emergency Approval
Resolution of 2025 be adopted on an emergency basis.

Sec. 4. This resolution shall take effect immediately.
