Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is a
proposed resolution, “Kaiser Foundation Health Plan of the Mid- Atlantic States, Inc. Health
Benefits Contract Emergency Approval Resolution of 2025,” and the accompanying emergency
declaration resolution, in the estimated amount of $806,032,713.45 for the five year base terms of
the contracts.
Under the proposed multiyear contract Kaiser Foundation Health Plan of the Mid-Atlantic States,
Inc. will provide and administer fully insured health benefits to District employees, their
dependents, and retirees, in accordance with the rules of the D.C. E mployees Health Benefits
Program.

17 To declare the existence of an emergency with respect to the need to approve multiyear
18 Contract No . CW130186 with Kaiser Foundation Health Plan of the Mid-Atlantic
19 States, Inc. to provide and administer fully insured health benefits to District
20 employees, their dependents, and retirees in accordance with the rules of the D.C.
21 Employees Health Benefits Program.

23 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
24 this resolution may be cited as the "Kaiser Foundation Health Plan of the Mid-Atlantic
25 States, Inc. Health Benefits Contract Emergency Declaration Resolution of 2025."
26 Sec. 2. (a) The Office of Contracting and Procurement, on behalf of the
27 Department of Human Resources, proposes to enter into the following multi year contract
28 to provide and administer fully insured health benefits to District employees, their
29 dependents, and retirees in accordance with the rules of the D.C. Employees Health
30 Benefits Program: Contract No. CW130186 with Kaiser Foundation Health Plan of the
31 Mid-Atlantic States, Inc. ("Kaiser).
32 (b) The estimated price for the five year term of Contract No . CW130186 with
33 Kaiser is $806,032,713.45.

(c) Approval is necessary to allow the District to receive the benefit of these vital 1
goods and services in a timely manner from Kaiser. 2
(d) These critical goods can only be obtained through awards of the multiyear 3
contracts with Kaiser. 4
Sec 3. The Council of the District of Columbia determines that the circumstances 5
enumerated in section 2 constitute emergency circumstances making it necessary that the 6
“Kaiser Foundation Health Plan of the Mid-Atlantic States, Inc Health Benefits Contract 7
Emergency Approval Resolution of 2025” be adopted after a single reading. 8
Sec. 4. This resolution shall take effect immediately. 9
