Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is a
proposed resolution, “Kaiser Foundation Health Plan of the Mid- Atlantic States, Inc. Health
Benefits Contract Emergency Approval Resolution of 2025,” and the accompanying emergency
declaration resolution, in the estimated amount of $806,032,713.45 for the five year base terms of
the contracts.
Under the proposed multiyear contract Kaiser Foundation Health Plan of the Mid-Atlantic States,
Inc. will provide and administer fully insured health benefits to District employees, their
dependents, and retirees, in accordance with the rules of the D.C. E mployees Health Benefits
Program.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To approve, on an emergency basis, Contract No. CW130186 with Kaiser Foundation
Health Plan of the Mid -Atlantic States, Inc.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That
this resolution may be cited as the "Kaiser Foundation Health Plan of the Mid-Atlantic
States, Inc. Health Benefits Contract E mergency Approval Resolution of 2025"
Sec. 2. Pursuant to section 451(c)(3) of the District of Columbia Home Rule Act,
approved December 24, 1973 (87 Stat. 803; Pub . L. 93-198; D.C . Official Code§ 1-
204.51(c)(3)), the Council approves multi year Contract No. CW130186 with Kaiser
Foundation Health Plan of the Mid-Atlantic States, Inc. in the estimated amount of
$806,032,713.45 for the five year base tenns of the contracts.
Sec. 3. Transmittal.
The Council shall transmit a copy of this resolution, upon its adoption, to the
Mayor.
Sec. 4. Fiscal impact statement.
The Council adopts the fiscal impact statement of the Chief Financial Officer as 1
the fiscal impact statement required by section 4a of the General Legislative Procedures 2
Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-3
301.47a). 4
