Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is a
proposed resolution, “Aetna Life Insurance Company & Aetna Health, Inc. Health Benefits
Contract Emergency Approval Resolution of 2025,” and the accompanying emergency declaration
resolution, in the estimated amount of $1,576,229,125.75 for the five year base terms of the
contract.
Under the proposed multiyear contract Aetna Life Insurance Company & Aetna Health, Inc. will
provide and administer fully insured health benefits to District employees, their dependents, and
retirees, in accordance with the rules of the D.C. Employees Health Benefits Program.

21 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
22 this resolution may be cited as the "Aetna Life Insurance Company & Aetna Health, Inc
23 Health Benefits Contract Emergency Approval Resolution of 2025".
24 Sec. 2. Pursuant to section 451 ( c )(3) of the District of Columbia Home Rule Act,
25 approved December 24, 1973 (87 Stat. 803; Pub. L. 93-198; D.C . Official Code§ 1-
26 204.5 l(c)(3)), the Council approves multiyear Contract No. CW130182 with Aetna Life
27 Insurance Company & Aetna Health, Inc. in the estimated amount of $1,576,229,125.75
28 for the five year base terms of the contract.
29 Sec. 3. Transmittal.
30 The Council shall transmit a copy of this resolution, upon its adoption, to the
31 Mayor .
32 Sec. 4. Fiscal impact statement.
The Council adopts the fiscal impact statement of the Chief Financial Officer as 1
the fiscal impact statement required by section 4a of the General Legislative Procedures 2
Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-3
301.47a). 4

This resolution shall take effect immediately. 6
