Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is a
proposed resolution, “Group Hospitalization and Medical Services, Inc. d/b/a CareFirst BlueCross
BlueShield, CareFirst BlueChoice, Inc., and CareFirst Advantage PPO, Inc. Health Benefits
Contract Emergency Approval Resolution of 2025,” and the accompanying emergency declaration
resolution, in the estimated amount of $769,361,993.67 for the five year base terms of
the
contracts.
Under the proposed multiyear contract Group Hospitalization and Medical Services, Inc. d/b/a
CareFirst BlueCross BlueShield, CareFirst BlueChoice, Inc., and CareFirst Advantage PPO, Inc.
will provide and administer fully insured health benefits to District employees, their dependents,
and retirees, in accordance with the rules of the D.C. Employees Health Benefits Program.

17 To declare the existence of an emergency with respect to the need to approve multi year
18 Contract No . with Group Hospitalization and Medical Services, Inc. d/b/a
19 CareFirst BlueCross BlueShield, CareFirst BlueChoice, Inc. to provide and
20 administer fully insured health benefits to District employees, their dependents,
21 and retirees in accordance with the rules of the D.C. Employe es Health Benefits
22 Program.

24 RESOLVED , BY TH E COUNCIL OF TH E DISTRICT OF COLUMBIA, That
25 this resolution may be cited as the "Group Hospitalization and Medical Services, Inc.
26 d/b/a CareFirst BlueCross BlueShield, CareFirst BlueChoice, Inc. Health Benefits
27 Contract Emergency Declaration Resolution of 2025 ."
28 Sec. 2. (a) The Office of Contracting and Procurement, on behalf of the
29 Department of Human Resources, proposes to enter into the following multi year contract
30 to provide and administer fully insured health benefits to District employees, their
31 dependents, and retirees in accordance with the rules of the D . C. Employees Health
32 Benefits Program: Contract No. CW130184 with Group Hospitalization and Medical
33 Services, Inc. d/b/a CareFirst BlueCross BlueShield, CareFirst BlueChoice, Inc
34 (Carefirst).
(b) The estimated price for the five year term of Contract No. CW130184 with 1
CareFirst is $769,361,993.67. 2
(c) Approval is necessary to allow the District to receive the benefit of these vital 3
goods and services in a timely manner from CareFirst. 4
(d) These critical goods can only be obtained through awards of the multiyear 5
contracts with CareFirst. 6
Sec 3. The Council of the District of Columbia determines that the circumstances 7
enumerated in section 2 constitute emergency circumstances making it necessary that the 8
“Group Hospitalization and Medical Services, Inc. d/b/a CareFirst BlueCross BlueShield, 9
CareFirst BlueChoice, Inc. Health Benefits Contract Emergency Approval Resolution of 10
2025” be adopted after a single reading. 11
Sec. 4. This resolution shall take effect immediately. 12
