Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is a
proposed resolution, “Group Hospitalization and Medical Services, Inc. d/b/a CareFirst BlueCross
BlueShield, CareFirst BlueChoice, Inc., and CareFirst Advantage PPO, Inc. Health Benefits
Contract Emergency Approval Resolution of 2025,” and the accompanying emergency declaration
resolution, in the estimated amount of $769,361,993.67 for the five year base terms of
the
contracts.
Under the proposed multiyear contract Group Hospitalization and Medical Services, Inc. d/b/a
CareFirst BlueCross BlueShield, CareFirst BlueChoice, Inc., and CareFirst Advantage PPO, Inc.
will provide and administer fully insured health benefits to District employees, their dependents,
and retirees, in accordance with the rules of the D.C. Employees Health Benefits Program.

23 this resolution may be cited as the "Group Hospitalization and Medical Services, Inc.
24 d/b/a CareFirst BlueCross BlueShield, CareFirst BlueChoice, Inc. Health Benefits
25 Contract Emergency Approval Resolution of 2025"
26 Sec. 2. Pursuant to section 451(c)(3) of the District of Columbia Home Rule Act,
27 approved December 24, 1973 (87 Stat. 803; Pub. L. 93-198; D.C. Official Code§ 1-
28 204.51(c)(3)), the Council approves multiyear Contract No . CW130184 with Group
29 Hospitalization and Medical Services, Inc. d/b/a CareFirst BlueCross BlueShield;
30 CareFirst BlueChoice, Inc. and CareFirst Advantage PPO , Inc. in the estimated amount of
31 $769,361,993.67 for the five year base terms of the contracts.
32 Sec. 3. Transmittal.
33 The Council shall transmit a copy of this resolution, upon its adoption, to the
34 Mayor.
Sec. 4. Fiscal impact statement. 1
The Council adopts the fiscal impact statement of the Chief Financial Officer as 2
the fiscal impact statement required by section 4a of the General Legislative Procedures 3
Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-4
301.47a). 5
Sec. 5. Effective date. 6
This resolution shall take effect immediately. 7
