To declare an emergency with respect to the need to close a cul-de-sac in Square 4350, abutting 16
Lot 6, and bounded by Douglas Street, N.E., in Ward 5. 17

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 19
resolution may be cited as the “Closing of a Cul-de-Sac in Square 4350, S.O. 22-05506, 20
Emergency Declaration Resolution of 2025”. 21
Sec. (a) There exists an immediate need to approve emergency legislation ordering the 22
closure of the Douglas Street, N.E., cul-de-sac in Square 4350, abutting Lot 6. 23
(b) The purpose of the closure and dedication is to support the Washington Metropolitan 24
Area Transit Authority’s (WMATA) Bladensburg Bus Garage Reconstruction Project, which 25
will expand the number of parking spots for Metro buses from 260 to 290, create infrastructure 26
to support WMATA’s Zero Emission Bus Transition Plan, and increase on-site employee 27
parking from 100 to 400. 28
(c) Permanent legislation (Bill 26-160) was approved by the Council at the October 21, 29
2025 Additional Legislative Meeting. Enacting emergency legislation prior to the completion of 30
the congressional review period is necessary to enable the project to proceed without risk of 31
further delay. 32
Sec. 3. The Council of the District of Columbia determines that the circumstances 33
enumerated in Section 2 constitute emergency circumstances making it necessary that the 34
“Closing of a Cul-de-Sac in Square 4350, S.O. 22-05506, Emergency Act of 2025” be adopted 35
after a single reading. 36
Sec. 4. This resolution shall take effect immediately. 37
