IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to grant the Chief Financial 1
Officer the authority to utilize funds allocated in the Fiscal Year 2026 budget for the 2
forgiveness of up to $377,000 in real property taxes, interest, penalties, fees, or other 3
related charges assessed against the real property designated for tax purposes as Lot 123, 4
Square 2836, located at 3421 14th Street, N.W., ("Property"), which is owned by Avanti 5
Real Estate Services, LLC. 6

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 8
resolution may be cited as the “Avanti Real Estate Services, LLC Real Property Tax Relief 9
Emergency Declaration Resolution of 2025”. 10
Sec. 2. (a) B25-0906, the Avanti Real Estate, Inc. Real Property Tax Exemption 11
Amendment Act of 2024, was introduced by Councilmember Nadeau on July 5, 2024; a hearing 12
was held on the bill by the Committee on Business and Economic Development on September 13
16, 2024. This legislation was reintroduced in Council Period 26 as B26-0019. 14
(b) Nadeau Amendment No. 1, passed at second reading of the Fiscal Year 2026 Budget 15
Support Act of 2025, enacted September 12, 2025 (D.C. Act 26-148; 72 DCR 9825), allocated 16
$377,000 in Fiscal Year 2026 for the forgiveness of real property taxes, interest, penalties, fees, 17

or other related charges assessed against the real property designated for tax purposes as Lot 123, 18
Square 2836, located at 3421 14th Street, N.W., ("Property"), which is owned by Avanti Real 19
Estate Services, LLC, to further the purposes of providing Real Estate and Brokerage services, 20
specializing in creating generational wealth through homeownership, employing District 21
residents, and providing education and training for employment opportunities and careers within 22
the real estate industry. 23
(b) Emergency legislation is necessary to grant the Chief Financial Officer the authority 24
to issue funds allocated in the Fiscal Year 2026 budget. 25
Sec. 3. The Council of the District of Columbia determines that the circumstances in 26
section 2 constitute emergency circumstances, making it necessary that the Avanti Real Estate 27
Services, LLC. Real Property Tax Relief Emergency Amendment Act of 2025 be adopted after a 28
single reading. 29
Sec. 4. This resolution shall take effect immediately. 30
