To declare an emergency with respect to the need to disapprove reprogramming request No. 26-16
91 of $5,500,000 Local Funds within the Public Safety and Justice Cluster. 17

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 19
resolution may be cited as the “Reprogramming Request No. 26-91 Disapproval Emergency 20
Declaration Resolution of 2025”. 21
Sec. 2. (a) On October 24, 2025, the Mayor transmitted a reprogramming request to the 22
Council to reprogram $5,500,000 of Local Funds from the Office of Unified Communications 23
and the Department of Corrections to the Metropolitan Police Department to “address year-end 24
spending pressures.” 25
(b) This reprogramming proposes to supplement the Metropolitan Police Department’s 26
overtime budget for Fiscal Year 2025. This year-end reprogramming does not affect whether 27
officers are actually paid, because they already have been. This year-end reprogramming is 28
solely to balance accounts and avoid MPD spending as being deficient – i.e., overspending its 29
budget. 30
(c) This reprogramming request would be in addition to $13.7 million that was added to 31
the MPD’s budget for overtime in the Fiscal Year 2025 Supplemental Budget adopted by the 32
Council on July 28, 2025. It is also additional to the $16.3 million that was added to the MPD’s 33
budget for overtime by a reprogramming deemed approved by the Council last month. 34
(d) For Fiscal Year 2025 the Mayor and MPD requested, and the Council approved, an 35
overtime budget of $23.9 million. For Fiscal Year 2025 the MPD has spent approximately $150 36
million on overtime. 37
(e) The Executive has failed to control costs, including overtime costs at the Metropolitan 38
Police Department, resulting in an overtime budget that far exceeds what was appropriated by 39
the Council. 40
(f) There exists an immediate need to act on this reprogramming because it will be 41
deemed approved on November 10, 2025. 42
Sec. 3. The Council of the District of Columbia determines that the circumstances 43
enumerated in Section 2 constitute emergency circumstances making it necessary that the 44
“Reprogramming Request No. 26-91 Emergency Disapproval Resolution of 2025” be adopted 45
after a single reading. 46
Sec. 4. This resolution shall take effect immediately. 47
