In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1- 523.01), and pursuant to section 2 of the Commission on African-
American Affairs Establishment Act of 2012, effective March 14, 2012 (D.C. Law 19 -106; D.C.
Official Code § 3-1441), I am pleased to nominate the following individual:

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the reappointment of Philip Pannell to the Commission on African-American Affairs.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
resolution may be cited as the "Commission on African-American Affairs Philip Pannell
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the reappointment of:

as a public member of the Commission on African-American Affairs, pursuant to section 2 of the
Commission on African-American Affairs Establishment Act of 2012, effective March 14, 2012
(D.C. Law 19-106; D.C. Official Code§ 3-1441), for a term to end July 8, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

r. Philip Pannell was born in 1950 in the then-rigidly segregated city of
Newport News, VA, where he attended all African American public
schools until moving to New York City at the age of 13. Although raised
a Southern Baptist, he converted to Roman Catholicism and graduated
from the largest all-boys parochial school in NYC. During college, he was
on staff at the Schomburg Center for Research in Black Culture for nearly
three years.
His activity in the anti- Vietnam War movement led him to interrupt his
college education and volunteer in the George McGovern for President
Campaign in New Hampshire and eventually served as a paid staffer there
and in the Bronx, NY. His political work led to his being a community
aide for a New York assemblyman and he served as the campaign manager for Rev. Wendell
Foster in 1973, who eventually served as the first Black city councilman in the Bronx.
In 1975, Pannell moved to the nation’s capital to work at the Council of the District of Columbia
in the office of Arrington Dixon, the first Ward 4 City Councilmember. It was there that Pannell
was in charge of the first Ward 4 city council constituent service office, and later was a founding
member of the Ward 4 Democrats. Pannell also served as a special assistant for Mayor Anthony
Williams and as the executive assistant for Peggy Cooper Cafritz, President of the DC Board of
Education. He pursued graduate studies in political science at Howard University.
For the 46 years that he has lived in DC, he has been committed to working in the non-profit arena,
which has resulted in his receiving over 100 awards for his professional and volunteer activities.
Pannell is currently the Executive Director of the Anacostia Coordinating Council, a non- profit
community activist organization in Ward 8 of the District of Columbia. Philip is a member of
Covenant Baptist United Church of Christ.
A Ward 8 resident, Mr. Pannell earned his Bachelor of Arts in Political Science from Fordham
University.
