142; D.C. Official Code § 1-523.01), and pursuant to section 12 of the Department of Forensic Sciences
Establishment Act of 2011, effective August 17, 2011 (D.C. Law 19-18; D.C. Official Code § 5-
1501.11), I am pleased to nominate the following individual:

published in peer-reviewed scientific journals, and who is not currently employed by the Department

2028.

18 resolution may be cited as the "Science Advisory Board Dr. Roger Mitchell Confirmation
19 Resolution of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

33 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,

D
r. Roger Mitchell is board certified in Anatomic and Forensic Pathology
by the American Board of Pathology and now serves as Professor of
Pathology at Howard University College of Medicine. He also serves as
the Chief Medical Officer for the Howard University Adult Ambulatory
Care Center.
Prior to his work at Howard, Dr. Mitchell was the Chief Medical
Examiner for Washington, DC where he served from 2014 to 2021. Just
before his tenure ended as Chief Medical Examiner, Dr. Mitchell was the
only forensic pathologist in history to also serve in a dual role as Interim
Deputy Mayor for Public Safety and Justice.
Dr. Mitchell has been published in 13 peer review journals, provided nearly 100 lectures on a
myriad of forensic topics, has written two book chapters and serves on the Editorial Board for the
Journal of the Center for Policy Analysis & Research at the Congressional Black Caucus
Foundation.
A Ward 1 resident, Dr. Mitchell received his Bachelor of Science in Biology from Howard
University, and his Doctor of Medicine from New Jersey Medical School.
