IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

December 2, 2025

To declare the existence of an emergency, due to congressional review, with respect to the need
to amend the District of Columbia Housing Authority Act of 1999 to revise the structure
of the board of the District of Columbia Housing Authority, provide flexibility for board
and executive director training, and update the public housing resident bill of rights; to
amend the District of Columbia Government Comprehensive Merit Personnel Act of
1978 to adjust District of Columbia Housing Authority board stipends; and to amend the
Confirmation Act of 1978 to conform terminology regarding the District of Columbia
Housing Authority board.

RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Housing Authority Resident Empowerment Congressional
Review Emergency Declaration Resolution of 2025”.

Sec. 2. (a) The Rebalancing Expectations for Neighbors, Tenants, and Landlords
(RENTAL) Amendment Act of 2025, enacted on November 13, 2025 (D.C. Act 26-199; 72 DCR
12894) (“RENTAL Act”), sets forth a new permanent structure for the independent governing
board of the District of Columbia Housing Authority (“Authority”), to take the place of the
Stabilization and Reform Board that has led the Authority’s work since the end of 2022.
(b) On July 28, 2025, in addition to approving the RENTAL Act on first reading, the
Council passed the Housing Authority Resident Empowerment Emergency Amendment Act of
2025, effective September 4, 2025 (D.C. Act 26-145; 72 DCR 9614), to allow the Mayor and the
Authority to begin preparing for the board transition during the Council’s summer recess.
(c) The current emergency law will expire before the permanent RENTAL Act completes
congressional review.
(d) Emergency legislation is necessary to ensure that the Mayor and the Authority have a
clear mandate to continue working on the transition to the new board structure.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the

Sec. 4. This resolution shall take effect immediately.
