A RESOLUTION

26-280

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

December 2, 2025

To declare the existence of an emergency with respect to the need to amend the Block Party Act
of 2012 to enable residents hosting a musical performance on their property as part of a
porchfest to apply for block party permits.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Porchfest Permitting Emergency Declaration Resolution of
2025”.

Sec. 2. (a) Petworth PorchFest and Adams Morgan PorchFest are currently in the
planning phases for their spring events and emergency legislation is needed to ensure that they
are not negatively impacted by block party permit denials. A permanent bill to address this issue
has already been introduced and is expected to advance next year but action is needed now to
protect the upcoming spring events.
(b) Porchfest events are volunteer-led community gatherings featuring small musical
performances hosted on porches and lawns throughout a neighborhood. These popular events
bring neighbors together and boost economic activity for local small businesses.
(c) The Block Party Act of 2012, effective October 23, 2012 (D.C. Law 19-190, D.C.
Official Code § 9-631 et seq.), was enacted to create a simple, accessible process for residents to
obtain permission to host neighborhood block parties.
(d) Residents who applied for block party permits to host porchfest musical performances
have been denied because the events were considered part of a larger porchfest festival. They
were told they must instead apply for a special event permit, which is used for major,
professionally organized events and is significantly more costly and complex.
(e) Volunteer hosts receive no funding or support for the performances and cannot afford
the costs associated with a special event permit that is designed for much larger events.
(f) Emergency legislation is needed to clarify that porchfest performances hosted by
individual residents are a permissible use of the block party permitting process and to ensure that
the spring porchfest events are not in jeopardy.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Porchfest Permitting Emergency Amendment Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
