A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
December 2, 2025
To declare the existence of an emergency with respect to the need to approve Modification Nos.
M007 and M008 and proposed Modification No. M009 to Contract No. CW114997 with
Carahsoft Technology Corporation, and to authorize payment for the goods and services
received and to be received under the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW114997 with Carahsoft Technology Corporation
Approval and Payment Authorization Emergency Declaration Resolution of 2025”.
Sec. 2. (a) There exists an immediate need to approve Modification Nos. M007 and
M008 and proposed Modification No. M009 to Contract No. CW114997 with Carahsoft
Technology Corporation, and to authorize payment for the goods and services received and to be
received under the contract.
(b) On September 29, 2025, by Modification No. M007, the Office of Contracting and
Procurement (“OCP”), on behalf of the Department of Health Care Finance, exercised a partial
option of option year 2 of the contract, for the period of October 1, 2025, through November 30,
2025, with Carahsoft Technology Corporation to provide Amazon Web Services to modernize
systems and improve citizen access to healthcare services and benefit programs in the not-to-
exceed amount of $338,319.16.
(c) On October 30, 2025, by Modification No. M008, OCP exercised an additional partial
option of option year 2, for the period of December 1, 2025, through December 31, 2025, and
increased the not-to-exceed amount to $482,478.74.
(d) Proposed Modification No. M009 will exercise the remainder of option year 2 and
increase the not-to-exceed amount to$1,909,658.58.
(e) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the modifications will increase the value of the contract to more than $1
million during a 12-month period.
(f) Council approval is necessary to allow the continuation of these vital services.
Without this approval, Carahsoft Technology Corporation cannot be paid for goods and services

provided in excess of $1 million for the period from October 1, 2025, through September 15,
2026.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Contract No. CW114997 with Carahsoft Technology Corporation Approval and Payment
Authorization Emergency Act of 2025 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
