IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

December 2, 2025

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M04 and M05 and proposed Modification No. M06 to Contract No. DCAM-23-NC-RFP-
0007 with AAA Complete Building Services, Inc., and to authorize payment for the
goods and services received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M04, M05, and M06 to Contract No. DCAM-
23-NC-RFP-0007 with AAA Complete Building Services, Inc., Approval and Payment
Authorization Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M04 and M05
and proposed Modification No. M06 to Contract No. DCAM-23-NC-RFP-0007 with AAA
Complete Building Services, Inc., and to authorize payment for the goods and services received
and to be received under the contract.
(b) On September 30, 2025, via Modification No. M04, the Department of General
Services partially exercised option year 2 of the contract for the period of October 1, 2025,
through November 30, 2025, in the not-to-exceed amount of $464,458.60.
(c) On November 6, 2025, via Modification No. M05, the Department extended option
year 2 through December 31, 2025, increasing the not-to-exceed amount to $671,687.90.
(d) Proposed Modification No. M06 will exercise the remainder of option year 2 through
September 30, 2026, increasing the not-to-exceed amount to $2,736,751.60.
(e) Council approval is required because modification Nos. M04 and M05 and proposed
Modification No. M06 will increase the total not-to-exceed amount of the contract to more than
$1 million during a 12-month period.
(e) Council approval is necessary to authorize the continuation of these vital services.
Without Council approval, AAA Complete Building Servings, Inc., cannot be paid for goods and
services provided and to be provided in excess of $1 million for the period of October 1, 2025,
through September 30, 2026.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M04, M05, and M06 to Contract No. DCAM-23-NC-RFP-0007 with AAA
Complete Building Services, Inc., Approval and Payment Authorization Emergency Act of 2025
be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
