To declare an emergency with respect to the need to disapprove reprogramming request No. 26-1
0097 of $7,000,000 of FY 2026 Capital Funds budget authority and allotment within the 2
Department of Parks and Recreation from the Anacostia pool replacement and Congress 3
Heights modernization to complete the construction of the Southeast Tennis Learning 4
Center project. 5

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 7
resolution may be cited as the “Department of Parks and Recreation Funding Reprogramming 8
Request No. 26-0097 Disapproval Emergency Declaration Resolution of 2025”. 9
Sec. 2. (a) On November 20, 2025, the Mayor transmitted a reprogramming request to the 10
Council to reprogram $7,000,000 of FY 2026 Capital Funds budget authority and allotment 11
within the Department of Parks and Recreation (DPR) from the Anacostia pool replacement and 12
Congress Heights Recreation Center modernization to complete the construction of the Southeast 13
Tennis Learning Center. 14

(b) With the filing of a notice of disapproval of a reprogramming request, the request will 15
be deemed approved 30 calendar days from the date the request was received unless, before that 16
time, the Council adopts a resolution to disapprove the request. 17
(c) There is only one scheduled legislative meeting within the period of 30 calendar days 18
from the date of the request was received, and that legislative meeting is on December 2, 2025. 19
(d) Both the Anacostia pool replacement and Congress Heights Recreation Center 20
modernization are long awaited and have already suffered delays. Removing funding from each 21
of these projects guarantees additional delay and/or a decrease in the scope of the projects to be 22
less than what the community wants and needs. Particularly, in light of a recent youth crisis that 23
was sufficient to justify an emergency curfew for youth, any delay in providing safe and healthy 24
spaces for active year-round engagement of and programming for our youth, and also adults, to 25
congregate, socialize, be creative, and be productive creates a detriment to public health and the 26
wellbeing of our youth and community. 27
(e) There exists an immediate need to act on this reprogramming because it will be 28
deemed approved on December 21, 2025. 29
Sec. 3. The Council of the District of Columbia determines that the circumstances 30
enumerated in Section 2 constitute emergency circumstances making it necessary that the 31
“Department of Parks and Recreation Funding Reprogramming Request No. 26-0097 32
Disapproval Emergency Resolution of 2025” be adopted after a single reading. 33
Sec. 4. This resolution shall take effect immediately. 34
