A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Michelle Yan to the Public Charter School Board.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Public Charter School Board Michelle Yan Confirmation
Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

(Ward 2)
as a member of the Public Charter School Board, established by section 2214 of the District of
Columbia School Reform Act of 1995, approved April 26, 1996 (110 Stat. 1321; D.C. Official
Code§ 38-1802.14), filling a vacant seat formerly held by Dwight Davis, for the remainder of an
unexpired term to end February 24, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

● Serve as the senior operations executive, aligning the organization’s business practices and strategic vision and
advising the Executive Director and Board of Directors on key financial and operational metrics.
● Manage all aspects of $5M+ budget; increased operating reserves by two months within one fiscal year.
● Oversee finance, talent, communications, and operations functions and manage third-party relationships,
including accounting, audit, and IT vendors.
Office of the Deputy Mayor for Education August 2021 – August 2024

● Served as the Deputy Mayor’s primary advisor on Mayor Bowser’s vision for public education and workforce
development; provided strategic guidance for the oversight and support of 8 government agencies.
● Led interagency strategic initiatives focused on school improvement, student safety & well-being, chronic
absenteeism, and cross-sector school planning through collaboration with senior leaders in DC government and
external stakeholders, including non-profits, advocates, and private sector partners.
● Conducted the 2023 School Funding Study to analyze per-pupil funding adequacy, resulting in a $40M increase in
dedicated funding for students identified as at-risk.
● Oversaw operations, HR, finance, and contracting and procurement for a 35-person office.
Director of Budget & Performance Management (August 2021 – May 2022)
● Managed $27M budget, driving fiscal responsibility by proposing targeted enhancements and reductions, tracking
key performance metrics, and ensuring compliant use of local and federal funds through quarterly monitoring.
● Designed and deployed performance monitoring systems to ensure effective outcomes of $1 billion in federal
funds and a cohesive COVID-19 recovery approach across the public education system.
Office of the State Superintendent of Education February 2019 – August 2021

● Led annual execution of the common lottery for 200+ public and public charter schools and 30,000+ applicants,
including the District’s first implementation of an at-risk lottery preference policy.
● Improved data-driven enrollment planning across schools by developing and deploying data dashboards that
elevated demand metrics and improved forecasting accuracy.
● Rebuilt a legacy software stack for student assignment and admissions, leading end-to-end development,
requirements review, and technical oversight of IT contractors to launch new critical features.

● Accelerated direct promotion from Senior Associate Consultant to Consultant (typically a post-MBA role).
● Conducted market and company due diligences across multiple industries for private equity investors.

s. Michelle Yan currently serves as Chief Strategy and Operating
Officer at CitySchools Collaborative, where she acts as the senior
operations executive, ensuring alignment between the organization’s
business practices and strategic vision. She has dedicated her career to
advancing DC’s public education system and believes in its potential to
lead the nation in closing opportunity gaps.
Ms. Yan joined CitySchools Collaborative from local government, where
she most recently served as Chief of Staff to the Deputy Mayor for
Education. In this role, she supported the Deputy Mayor in shaping and
executing the vision for the District’s public education and workforce
systems under Mayor Bowser’s leadership. She also led efforts to monitor
the success of pandemic recovery investments and ensure the District’s funding formula directed
dollars to students with the greatest needs. Prior to joining the DME, she was the Director of Data
& Strategy for My School DC, the common application and lottery for the District’s public school
options.
Ms. Yan started her career as a middle school math teacher in St. Louis, MO and also spent four
years as a consultant with Bain & Company, supporting a range of private and non- profit clients
on organizational effectiveness and strategic planning projects.
A Ward 2 resident, Ms. Yan earned her Bachelor of Arts from Harvard University and her Master
of Education in Secondary Education from University of Missouri-St. Louis.
