In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 2214 of the District of Columbia School
Reform Act of 1995, approved April 26, 1996 (110 Stat. 1321; D.C. Official Code § 38-1802.14), I am
pleased to nominate the following individual:

for the remainder of an unexpired term to end February 24, 2029.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the "Public Charter School Board Antonio Williams Confirmation
19 Resolution of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

27 as a member of the Public Charter School Board, established by section 2214 of the District of
28 Columbia School Reform Act of 1995, approved April 26, 1996 (110 Stat. 1321; D.C. Official
29 Code§ 38-1802.14), replacing Shantelle Wright, for the remainder of an unexpired term to end
30 February 24, 2029.
31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.
33 Sec. 4. This resolution shall take effect immediately.

Civil Rights and Human Rights and Consumer advocate communities. Tech policy expert committed
to growing the capacity of diverse communities to lead and engage on today’s most pressing policy
issues.

Comcast Cable, Philadelphia PA
Led community engagement and outreach for Comcast’s Internet Essentials program, which is the largest and
most successful broadband adoption program in the country.
Key Accomplishments:
• Publicized the program across more than 4,000 school districts and over 30,000 schools .
• Established over 3,000 partners hips with federal, state, and local officials, as well as community-based
organizations, including churches, l ibraries, and PTAs to promote the Internet Essentials program and
engage eligible families.
• Over 10,000 individuals and organizations register on the Partner Portal and request 11.5 million pieces
of promotional collateral.
• Developed partnerships in communities to offer approximately 300 in -person digital literacy training
sessions with more than 1,250 individual attendees. Empowered nearly 100,000 Comcast employees to
directly connect eligible families in their communities.
+ Director of Government Affairs 2007-2011
Comcast Cable, Philadelphia PA
Designed and directed campaigns in support of smart telecommunications policy at the state and local level
that promoted investment and benefited consumers. Managed Comcast’s 300 Government and Community
Affairs specialists in over 500 communities and 39 states on strategic programs and initiatives.
Key Accomplishments:
• Led nationally recognized campaign to garner state and local support for Comcast’s joint venture with GE
for NBCU resulting in over 1,000 formal letters of support to the FCC, as well as strong community
support in every community served by Comcast.
• Directed Government Affairs’ support of Comcast’s migration to an all -digital video platform. Essential to
Comcast maintaining and expanding its place as the nation’s leading video provider, this technological
evolution not only disrupted viewers’ programing, but often required them to act. Through outreach, the
development of key community partnerships, and the strategic use of media Comcast’s change was
recognized as a consumer benefit and the company publicly lauded by elected officials and community
leaders for our continued investment in their neighborhoods.
• Managed community-based campaigns supporting the state and local regulatory and legislative approval
of new technologies such as Switched Digital Video technology, the congressionally mandated digital
broadcast transition, call center closings, new channel launches, channel drops, and various other
corporate initiatives.

To
ny Williams currently serves as the Executive Director of External
Affairs for Comcast NBCUniversal. In this position, Mr. Williams
partners with civil rights, consumer, and community-based organizations
to advocate for free speech, civil rights, and economic inclusion in
technology and media.
Previously Mr. Williams led outreach and partnerships for Comcast’s
Internet Essentials program. Under his leadership, Comcast buil t
partnerships with over five thousand school districts and engaged more
than nine thousand community-based organizations, government
agencies, and federal, state, and local elected officials to spread the word.
Today, Internet Essentials is the largest and most impactful broadband
adoption program in the world connecting over six million low-income Americans to high-speed
Internet.
Mr. Williams currently serves on the boards of the Joint Center for Political and Economic Studies,
the March on Washington Film Festival, Call 4 Action, Democracy Prep Congress Heights Public
Charter School, Black Tech Mecca, and the DC Chapter of the New Leaders Council.
Prior to Comcast Mr. Williams worked for Senator Norm Coleman and the U.S. Department of
Veterans Affairs. He is a 2016 Presidential Leadership Scholar,
A Ward 5 resident, Mr. Williams earned his Bachelor of Arts degree from Macalester College and
his Master of Arts in Journalism and Public Affairs from American University.
