IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

December 16, 2025

To declare the existence of an emergency with respect to the need to approve multiyear Contract
No. AGR-25-30000342 with Aramark Management Services, LP to provide janitorial
environmental cleaning and related services at the Walter E. Washington Convention
Center and the Carnegie Library’s exterior grounds, and to authorize payment for the
goods and services received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Multiyear Contract No. AGR-25-30000342 with Aramark
Management Services, LP Approval and Payment Authorization Emergency Declaration
Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve multiyear Contract No. AGR-25-
30000342 with Aramark Management Services, LP for janitorial environmental cleaning and
related services at the Walter E. Washington Convention Center and the Carnegie Library’s
exterior grounds, and to authorize payment for the goods and services received and to be
received under the contract.
(b) Contract No. AGR-25-30000342 is a multiyear contract that requires Council
approval pursuant to section 451(c) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Code § 1-204.51(c)).
(c) Approval of Contract No. AGR-25-30000342 is necessary for the Washington
Convention and Sports Authority t/a Events DC to enter into a multiyear agreement with
Aramark Management Services, LP to provide the janitorial environmental cleaning and related
services under the proposed contract, which includes routine cleaning of the Walter E.
Washington Convention Center’s loading docks, lobbies, concourses, registration areas, exhibit
halls, ballrooms, management, and event office areas, as well as entrances, service corridors,
employee lounges, and restrooms. Exterior services at the Carnegie Library include window
cleaning, power washing, and snow removal. The services must begin on October 1, 2025, in
order to prevent a lapse in the provision of such essential janitorial environmental cleaning and
related services. Given the time required for the services to begin, the District must act
immediately.

(d) The janitorial environmental cleaning and related services are essential for the overall
cleanliness of the Walter E. Washington Convention Center and the Carnegie Library, and
ensuring the health and safety of Events DC’s employees, clients, attendees, and the general
public during events and shows at both venues.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Multiyear Contract No. AGR-25-30000342 Approval and Payment Authorization Emergency
Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
