In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01), and pursuant to section 3 of the Office of District Waterways
Management Establishment Act of 2022, effective March 22, 2023 (D.C. Law 24-336; D.C. Official
Code § 8-191.02), I am pleased to nominate the following individual:

for appointment as an individual with experience in environmental stewardship member of the District
Waterways Advisory Commission, filling a new seat, for a term to end April 19, 2029.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18 resolution may be cited as the "District Waterways Advisory Commission Trey Sherard
19 Confirmation Resolution of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 Waterways Advisory Commission, established by section 3 of the Office of District Waterways
29 Management Establishment Act of 2022, effective March 22, 2023 (D.C. Law 24-336; D.C.
30 Official Code§ 8-191.02), filling a new seat, for a term to end April 19, 2029.
31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.
33 Sec. 4. This resolution shall take effect immediately.

I have presented at numerous conferences including on river outreach at the North American
Congress for Conservation Biology, on subjects from fishing education to trash capture
technologies at River Network’s River Rallies, multiple talks on plastic pollution and policies at
Waterkeeper Alliance Global Conferences, on many topics at several Chesapeake Watershed
Forums, and on fish consumption advisories for the 2024 EPA Fish Toxicity Summit.

Mr.
Trey Sherard grew up in and on the ocean in coastal North Carolina
and has spent 13 years in various roles with Anacostia Riverkeeper
(ARK). Recognized by River Network as a 2022 River Hero, he served
as DC Vice-Chair of the Anacostia Watershed Community Advisory
Committee for a year after serving as Chair for three years, and
continues to serve on the Mayor's Leadership Council for a Cleaner
Anacostia River.
Mr. Sherard is an experienced community organizer who has increased
engagement and volunteer activity in Anacostia River communities
through a variety of partnerships. He helped build Anacostia
Riverkeeper's water quality monitoring program, currently coordinates
ARK's Clean Waterways cleanups and Friday Night Fishing, manages all eight trash traps in DC
and three more in MD, runs ARK’s green infrastructure program, and has given Anacostia River
Explorer boat tours each year the program has been in place since 2015.
A Ward 7 resident, Mr. Sherard earned his Bachelor of Science in Biology from Duke
University.
