In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 3 of the Office of District Waterways
Management Establishment Act of 2022, effective March 22, 2023 (D.C. Law 24-336; D.C. Official
Code § 8-191.02), I am pleased to nominate the following individual:

for appointment as an individual with experience in economic development or tourism member of the
District Waterways Advisory Commission, filling a new seat, for an initial term to end April 19, 2026,
and for a subsequent term to end April 19, 2030.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Dr. Thomas Skinner to the District Waterways Advisory
Commission .
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
resolution may be cited as the "District Waterways Advisory Commission Dr. Thomas Skinner
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as an individual with experience in economic development or tourism member of the District
Waterways Advisory Commission, established by section 3 of the Office of District Waterways
Management Establishment Act of 2022, effective March 22, 2023 (D.C. Law 24-336; D.C .
Official Code§ 8-191.02), filling a new seat, for an initial term to end April 19, 2026, and for a
subsequent term to end April 19, 2030.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

r. Thomas Skinner is a founding member of Redbrick LMD and is one
of the firm’s three Managing Partners. He has invested in and developed
close to $2 billion in real estate assets and established a pipeline of over
$4 billion in future development projects.
Prior to founding Redbrick, Dr. Skinner invested in or founded numerous
operating businesses primarily in the real estate, technology, and financial
services industries. He began his professional career at McKinsey & Co.
where he worked with financial institutions on strategy issues.
A Ward 6 resident, Dr. Skinner earned his Bachelor of Arts in Politics,
Philosophy and Economics from Oxford University and his Doctor of
Philosophy in Economics from Massachusetts Institute of Technology.
