IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To appoint Julian Purdy as Director of the Office of Veterans Affairs.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
resolution may be cited as the "Director of the Office of Veterans Affairs Julian Purdy
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

Veterans Affairs Establishment Act of 2001, effective October 3, 2001 (D.C. Law 14-28; D.C.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Directly managed the Office of Strategic Outreach and the Office Research and Policy with the Veterans’
Employment & Training Service.
Managed the staff across two unions: American Federation of Government Employees and National
Council of Field Locals.
Held employees to rigid written performance standards and conducted regular check-ins to gauge work
progress and to assess the motivation and welfare of the staff.

Developed messaging for strategic engagements with external partners, including the agency’s social
media portfolio, to build coalitions to further the agency’s mission.
Coordinated and managed all meetings with authorizing and appropriating Congressional stakeholders,
other federal departments, veteran service organizations, and the Federal Advisory Committee on
Veterans’ Employment, Training and Employer Outreach.
Led campaigns and created workforce development programs to promote veteran employment in
industries identified in the National Security Strategy, including but not limited to the defense industrial
base, cybersecurity, and semiconductor industries.
Developed a federal Historically Black Colleges and Universities (HBCU) mentorship program, so HBCU
students from multiple institutions can obtain guidance and insight on the federal hiring process.

Created the first of its kind partnerships between the Veterans’ Employment & Training Service and

Appointed by the Secretary of Labor in 2022 to be the Department’s liaison for the White House Initiative

Represented the U.S. Department of Labor at the United States Interagency Council on Homelessness
convenings and developed the department’s strategy for using resources to reduce homelessness in the

Negotiated with the Senate and House Republicans to find bipartisan solutions on complex policies and
budgetary concerns.
Drafted over 30 pieces of legislation, edited and improved over 60 bills through Committee hearings in the
116th Congress.
Planned over 20 Congressional hearings for the Economic Opportunity Subcommittee, which included
inviting witnesses, writing statements and questions for the Subcommittee Chair, and occasionally serving
as counsel during the hearings.
02/2018 – 06/2019:

Mr
. Julian Purdy was most recently the Deputy Assistant Secretary of
Policy of Veterans' Employment and Training Service in the U.S.
Department of Labor (DOL). In this role, he directly managed offices,
oversaw all matters pertaining to policy, research, congressional
engagement, strategic outreach, and external communications including
social media. Mr. Purdy also played a considerable role in the agency's
budget and yearly performance metric development and programmatic
oversight, and has developed multiple new initiatives in the agency.
Prior to his appointment by the Biden Harris Administration to DOL, Mr.
Purdy served as a Professional Staff Member on the Economic
Opportunity Subcommittee of the House Veterans’ Affairs Committee.
On the Veterans' Affairs Committee, Mr. Purdy was responsible for conceptualizing, drafting, and
analyzing legislation related to military transition, employment, education, vocational training,
home loans, and homelessness. Prior to his time on the Committee, he served on the Hill in the
Office of Rep. Adam Smith, as a fellow in the House Green & Gold Congressional Aide Program,
and as an intern through Congressional Black Caucus Foundation.
A Ward 8 resident, Mr. Purdy earned his Bachelor of Science in International Business from
Bethune-Cookman University.
