In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 6 of the Office of Out of School Time
Grants and Youth Outcomes Establishment Act of 2016, effective April 7, 2017 (D.C. Law 21-261;
D.C. Official Code§ 2-1555.05), I am pleased to nominate the following individual:

nominee, together with a proposed resolution to assist the Council during the confirmation process.

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19 resolution may be cited as the "Commission on Out of School Time Grants and Youth Outcomes
20 Sybil Davis Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 as a representative of an organization providing youth development programs in the District
29 member of the Commission on Out of School Time Grants and Youth Outcomes, established by
30 section 6 of the Office of Out of School Time Grants and Youth Outcomes Establishment Act of
31 2016, effective April 7, 2017 (D.C. Law 21-261; D.C. Official Code§ 2-1555.05), filling a
32 vacant seat formerly held by Mark Hecker, for the remainder of an unexpired term to end
33 November 7, 2026.
34 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
35 upon its adoption, to the nominee and to the Office of the Mayor.
36 Sec. 4. This resolution shall take effect immediately.

PROFILE
Executive experience includes over 25 years of implementing high quality youth
programming, developing relationships with community organizations, government
officials and local school administrators. Proficient in grant writing, managing budgets,
organizing and hosting fundraisers, along with providing special events/award ceremonies
for youth and their families in the local community and nationwide. Delivered and served
over 1 million pounds of food through 48 states and 5 countries in Tutoring Cafe’s RV Food
Bank. Founder of the Scholar Olympics.
EXPERIENCE
EXECUTIVE DIRECTOR, 03/2016 to Present
Tutoring Cafe, Washington, DC
▪ Founding member of Tutoring Cafe with leadership skills that creates
success in staff and participants of the program
▪ Acquires corporate and organizational contracts, plans annual budgets and maintains
accounting systems
▪ Created, developed and operated youth enrichment programs serving over 35,000 families
over the course of 25 years
▪ Strategically designed community outreach and supporting programming based on needs

Ms.
Sybil Davis is the Executive Director of the non-profit organization,
Tutoring Cafe. In this role, she recruits and trains staff, conducts
partnership outreach, writes grants, organizes fundraisers, and
coordinates award ceremonies for youth and their families in the local
community and nationwide. Her work at Tutoring Cafe has provided
thousands of children from the District with academic enrichment,
financial literacy, emotional development, and health training.
Ms. Davis has advocated for youth on many platforms including events
at the Pentagon, Combined Federal Campaign conference, community
events and parent organizations. She also leads a training program for
adult staff and volunteers to acquire certifications needed to support
Tutoring Cafe’s mission.
A Ward 4 resident, Ms. Davis earned her Bachelor of Arts in Public Relations and
Communications from Bowie State University.
