142; D.C. Official Code § 1-523.01 ), and pursuant to section 6 of the Office of Out of School Time
Grants and Youth Outcomes Establishment Act of 2016, effective April 7, 2017 (D.C. Law 21-261;
D.C. Official Code § 2-1555.05), I am pleased to nominate the following individual:

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "Commission on Out of School Time Grants and Youth Outcomes
20 Joanne Lamparter Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.

Ms
. Joanne Lamparter serves as the Artistic Director of Education and
Theatre for Change for Imagination Stage. In this role, she has led the
organization’s school and community partnerships, theatre arts training
programs, and the development of new work based on youth voices.
Under Ms. Lamparter’s leadership , Imagination Stage’s youth
programming has been featured at international festivals, national
conferences, local universities, and on Capitol Hill.
An arts educator with over 20 years of experience, she has administered
programs for Smithsonian, Berkeley Repertory Theatre, The National
Building Museum and Capitol Hill Arts Workshop. Ms. Lamparter was
also a Research Assistant on the Cultures of Thinking project at Harvard’s
Project Zero.
Further, Ms. Lamparter’s experience includes serving as a grants panelist for the National
Endowment for the Arts, Theatre Communications Group, the U.S. Department of Education, and
the Maryland State Arts Council. Moreover, she has taught in a variety of educational settings
including theatres, museums, public schools, and juvenile detention centers.
A Ward 4 resident, Ms. Lamparter earned her Bachelor of Arts in Theatre from Washington
University and her Master in Arts in Education from the Harvard University.
