In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 6 of the Office of Out of School Time
Grants and Youth Outcomes Establishment Act of 2016, effective April 7, 2017 (D.C. Law 21-261;
D.C. Official Code § 2-1551.05), I am pleased to nominate the following individual:

for appointment as a representative of an organization providing youth development programs in the
District member of the Commission on Out of School Time Grants and Youth Outcomes, filling a
vacant seat formerly held by Walter Peacock, for the remainder of an unexpired term to end November
7, 2026.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Danielle Schmutz to the Commission on Out of School Time
Grants and Youth Outcomes.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Commission on Out of School Time Grants and Youth Outcomes
Danielle Schmutz Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a representative of an organization providing youth development programs in the District
member of the Commission on Out of School Time Grants and Youth Outcomes, established by
section 6 of the Office of Out of School Time Grants and Youth Outcomes Establishment Act of
2016, effective April 7, 2017 (D.C. Law 21-261; D.C. Official Code§ 2-1555.05), filling a
vacant seat formerly held by Walter Peacock, for the remainder of an unexpired term to end
November 7, 2026.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

s. Danielle Schmutz has spent the past 15+ years building teams and
strengthening programs, interventions, fund development, and operations
at startups and nonprofit organizations in health and education. She
currently serves as the Executive Director of Beacon House, an
organization that provides after-school education and youth development
services to nearly 400 children, ages 5-18, annually.
Before becoming the Executive Director of Beacon House, Ms. Schmutz
was the Director of Programs and Operations and played a key role in
program development and transformation, operational effectiveness,
fundraising, donor relations, and financial management.
Most recently, Ms. Schmutz held multiple leadership roles on the founding teams of Surgo
Ventures, a global public health organization focused on leveraging data to solve major health
challenges, and Surgo Health, an affiliated data and data analytics health tech startup.
A Ward 5 resident, Ms. Schmutz received her Master of Social Work from the University of
Michigan and her Bachelor of Science in Sociology and Child Development from Central
Michigan University.
