In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 6 of the Office of Out of School Time
Grants and Youth Outcomes Establishment Act of 2016, effective April 7, 2017 (D.C. Law 21-261;
D.C. Official Code§ 2-1555.05), I am pleased to nominate the following individual:

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "Commission on Out of School Time Grants and Youth Outcomes
20 Ricardo Cooper Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

33 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
34 upon its adoption, to the nominee and to the Office of the Mayor.
35 Sec. 4. This resolution shall take effect immediately.

r. Ricardo Cooper is a native Washingtonian and the Executive Director
of RISE-DC (Resources to Inspire Students & Educators). As only the
second Executive Director in the organization’s history, Mr. Cooper has
helped provide over 100 DCPS students with scholarships to colleges
around the nation. Prior to becoming Executive Director, Mr. Cooper
served as the organization's Program Director, managing the
organization's college prep, tutoring, and summer programs.
Before arriving at RISE -DC, Mr. Cooper worked for the District
government. At the DC Department of Health, he was a program manager
on the Contact Trace Force, and at the Office of the State Superintendent,
he served as an Administrative Supervisory Management Specialist.
Mr. Cooper received his Bachelor of Arts in Mass Communications and Criminal Justice from
Kentucky State University.
