In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 205 of the Washington Convention Center
Authority Act of 1994, effective September 28, 1994 (D.C. Law 10-188; D.C. Official Code § 10-
1202.05), I am pleased to nominate the following individual:

18 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "Washington Convention and Sports Authority Board of Directors
20 Julio Jay Haddock Ortiz Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

29 and Sports Authority Board of Directors, established by section 205 of the Washington
30 Convention Center Authority Act of 1994, effective September 28, 1994 (D.C. Law 10-188;
31 D.C. Official Code§ 10-1202.05), for a term to end May 16, 2030.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.
JULIO JAY HADDOCK ORTIZ
Jay Haddock Ortiz is a 50 plus year veteran o1'1he hotel inclustry. He has held positionswith Grand Metropolitan Hotels of London, the Sheraton Corporation at their St. Regisproperties (NY & DC) and was Executive Vice ol'Potornac Hotel Group (now ModusHotels) of Washington, DC. He was the Presiclent of'Capital Hotels *hl.h he ancl hispartners sold in 2018. He formed Absolute Hospitality in 2016 (presently on hold due to
the pandemic). Presently he is the senior advisor to tlie CLIO lbrlhe Carios Rosario
International Public Charter School (part time).
He has chaired the Olfice of Latino Community Developrnent Clornmission - OLA - for
the Mayor of the District of Columbia under Mayor \.\'illianrs tbr 8 years and has served
on the board of Whitman Walker Clinic for I I years- the largest HIV/AIDS clinic in the
country and created the "At1 for Life" annual lirnd raiscr 1o r:rise firnds fbr Latino
programs tbr Latino HIV/Aids during the height ol'the panden.ric. Over his 11-year
chainnanship of "Art for [,ifb" the event raisc-d $ I .000.000. He presently servei on the
board of directors o1'the Hotel Association o1- Washingtorr. DC. the advisory board of the
Carlos Rosario Intemational Charter School's culinary program, and the advisory board
of GALA Hispanic Theater.
He has also served on the Advisory Board of the Regional t.l.S. Small Business
Administration and the Museum of the Organizatiorr o1'Anrerican States. He is presently
on the Board of Events DC ('Ihe Washington Convention. Sports and Entertainment
Authority - a mayoral appointment since 2007 . Over the years he has received the
Minority Business Leacler Award from the Washington Business.Tournal. The Mayor's
Art Award, recognition from Vice President Al (iore on his rvork in the battle against
HIV/AIDS in the Latino Contmunity. The Greater Hispiuric Chamber of Commeroe
Chairman's Award. The exceptional achievement award fl"orl the Peruvian Anrerican
National Council, recognized as a leader in the Latino Corlnrunity of DC by El Tiempo
Latino newspaper Power 100. the NBC Working for You Community Award. The
General Manager of the year award from the WDC Frlotel Association, Washington
Hispanic Newspaper's Latino of the Year (Ringo Ar,r,at'cl) 2007, Education Eats
Restaurant Association Award. and Mayor's Otlice On L,atino Affairs Community
Award 2017.
Jay Haddock Orliz was born in Salinas, Puerto Rico and has been a resident of
Washington, DC since 1978 (ward 6). He is a graduate of St. John's lh-riversity of New
York. He is married to his partner of 53 years.

r. Julio Jay Haddock the senior advisor to the Carlos Rosario
International Public Charter School’s Chief Executive Officer, a current
member of the Washington Convention and Sports Authority Board of
Directors (Events DC), a principal at Absolute Hospitality , and a more
than 50-year veteran of the hotel industry.
In 2016, Mr. Haddock Ortiz formed Absolute Hospitality. He is also the
former President of Capital Hotels, served as Executive Vice of Potomac
Hotel, and held roles with the Grand Metropolitan Hotels of London and
the Sheraton Corporation.
Mr. Haddock Ortiz currently serves on the board of directors of the Hotel
Association of Washington, DC and the advisory boards of the GALA Hispanic Theater and the
Carlos Rosario International Charter School’s culinary program. In addition, he raised over $1
million during his Whitman Walker Clinic “Art for Life” chairmanship to raised funds for Latino
programs for HIV/AIDS during the pandemic. Mr. Haddock Ortiz also received the Washington
Business Journal’s Minority Business Award and the Greater Hispani c Chamber of Commerce
Chairman’s Award, and recognition from Vice President Al Gore on his work tackling HIV/AIDS
in the Latino community.
A Ward 6 resident, Mr. Haddock Ortiz earned his Bachelor of Arts from St. John’s University of
New York.
