A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Vince Micone to the District of Columbia Water and Sewer
Authority Board of Directors.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "District of Columbia Water and Sewer Authority Board of
Directors Vince Micone Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as an alternate District resident member of the Board of Directors of the District of Columbia
Water and Sewer Authority, in accordance with section 204 of the Water and Sewer Authority
Establishment and Department of Public Works Reorganization Act of 1996, effective April 18,
1996 (D.C . Law 11-111; D .C. Official Code§ 34-2202.04), filling a vacant seat formerly held by
Anthony Giancola, for the remainder of an unexpired term to end September 12, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Led a federal Cabinet agency with a mission to foster, promote, and develop the welfare of the wage
earners, job seekers, and retirees of the United States; improve working conditions; advance opportunities
for profitable employment; and assure work-related benefits and rights.
• Designated to serve as Acting Secretary to ensure continuity during the Presidential transition
period at the beginning of an Administration until leadership was confirmed by the U.S. Senate.
• Oversaw daily operations of agencies focused on employment and training, mine safety,
occupational health and safety, veterans’ employment, disability employment, international labor
affairs, workers’ compensation, and the enforcement of federal minimum wage, overtime pay,
recordkeeping, and child labor requirements.
• Led career and non-career leadership through a period of significant organizational change,
including the implementation of major policy shifts and workplace optimization efforts.
Deputy Assistant Secretary for Operations, U.S. Department of Labor, 2023-2025
Served as the Department’s senior career leader, with oversight of mission support centers with a budget of
$230 million and a workforce of nearly 800 nationwide.
• Led recruitment, training, staffing, labor relations, employee relations, and Equal Employment
Opportunity programs for a 14,000-person Cabinet agency.
• Oversaw budget and procurement operations for goods and services valued at $3.4 billion, with
38% spent on small and disadvantaged businesses.
• Served as the Department’s Senior Real Property Officer, with responsibility for 25.7 million square
feet of space at 486 locations nationwide, including headquarters and regional offices.
• Oversaw security, emergency planning, and other business operations.
• Established a consolidated Office of Field Operations, streamlining six independent regional
operations into business centers handling budget and financial management, space, security, and
continuity programs for the Department’s employees around the country.
Executive Director for Enterprise Services, U.S. Department of Commerce, 2021-2023
Led a shared services delivery program providing human capital, acquisition, and information technology
business solutions. Reported to the Department’s Deputy Secretary. Managed a $70 million budget and
workforce of 270.
• Led human capital operations, including recruitment, orientation, training, classification, staffing,
compensation, benefits administration, and workforce planning.
• Led acquisition services portfolio and strategic sourcing efforts with net obligations of $672 million
with 98.5% awarded within 120 days.
• Executed surge hiring program to quickly staff programs authorized and funded through the
American Rescue Plan Act and Infrastructure Investment and Jobs Act.

Served as Chief Operating Officer and Chief Financial Officer for a federal law enforcement and
independent audit agency that targeted financial crime and fraud, waste, and abuse in $1.8 billion in
programs authorized by the Emergency Economic Stabilization Act.
• Led all operations of the agency, including law enforcement, investigations, and audit programs.
• Oversaw $379.9 million in recoveries, 23 convictions, 37 prosecutorial referrals, 14 arrests, and 7
published audits.
• Recommended the U.S. Department of the Treasury extend mortgage relief benefits for those
impacted by pandemic-related unemployment, which was adopted.
Deputy Assistant Secretary for Legislative Affairs, U.S. Department of Homeland Security, 2017-2019
Planned, directed, and managed efforts to facilitate the Department’s relationship with Congress.
• Coordinated Congressional briefings and cleared hundreds of responses to correspondence. Led
support for the confirmation process. Reinstituted the Department’s Legislative Affairs Council.
• Reviewed proposed legislation and made recommendations on areas of potential improvement.
• Implemented a major staff realignment to improve resource efficiency. Filled critical, senior-level
positions that had been vacant for an extended period.
Senior Counselor and Chief of Staff, U.S. Department of Homeland Security, 2009-2017

Mr
. Vince Micone was most recently the Acting Secretary of the U.S.
Department of Labor after previously holding the career position of
Deputy Assistant Secretary for Operations. As Deputy Assistant
Secretary, he had overall leadership responsibility for policy and
operations encompassing human resources, facilities, procurement, civil
rights, emergency management, security, administrative services, and
employee safety and health. In this role, he provided day-to-day oversight
to more than 800 employees nat ionwide. Mr. Micone served as Acting
Secretary to ensure continuity during the presidential transition period at
the beginning of the current administration.
Mr. Micone previously served as Executive Director for Enterprise
Services at the U.S. Department of Commerce, where he led a shared services program providing
customers with world-class IT, acquisition, HR, and financial management solutions. He served
in the U.S. Department of the Treasury as Chief Operations Officer for a federal law enforcement
agency. Mr. Micone also held executive leadership positions at the U.S. Department of Homeland
Security, including Principal Deputy Assistant Secretary for Legislative Affairs, Senior Counselor,
and Chief of Staff for Management. He began his federal service through the Presidential
Management Fellows program at the U.S. Department of Justice.
Additionally, for over twenty years, Mr. Micone served as Co- Chairperson of the Combined
Federal Campaign of the National Capital Area, the federal government’s workplace giving
campaign. Under his leadership, the campaign raised over $800 million in charitable contributions
for tens of thousands of non- profit organizations. He was appointed to the District of Columbia
Commission on National and Community Service and served as the Commission’s chairperson.
Mr. Micone earned his Bachelor of Arts from Arizona State University and his Master of Public
Administration from University of Southern California.
