IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the reappointment of Charles Nottingham to the Board of Ethics and Government
Accountability.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Board of Ethics and Government Accountability Charles
Nottingham Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the reappointment of:

(Ward 3)
as a member of the Board of Ethics and Government Accountability, established by section 202
of the Board of Ethics and Government Accountability Establishment and Comprehensive Ethics
Reform Amendment Act of 2011, effective April 27, 2012 (D.C. Law 19-124; D.C. Official
Code § 1-1162.02), for a term to end July 1, 2032.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Professional Experience:
Charles D. Nottingham PLLC; 2014 – present. Founder and Principal of Washington, DC-based
law and consulting firm specializing in advising corporate clients in the transportation sector on
regulatory risk, mergers and acquisitions, alternative dispute resolution and strategic planning.
Board of Ethics and Government Accountability, Washington, DC (2019-present). Appointed
by Mayor Muriel Bowser and confirmed by the District Council to this part-time, bipartisan
District government board.
Husch Blackwell LLC; 2012-2014, Washington, DC. Partner in large national law firm
headquartered in St. Louis. Advised clients on transportation regulatory, government relations
and government procurement matters.
Williams Mullen PC; 2011-2012, Washington, DC. Partner in large law firm headquartered in
Richmond, Virginia. Managed the firm’s Transportation and Infrastructure Practice Group.
Surface Transportation Board; 2006-2011, Washington, DC. Chairman (2006-2009), Vice
Chairman and Commissioner (2009-2011). Unanimously confirmed by the U.S. Senate for a
five-year term on bipartisan three-member board. As chief executive officer oversaw ethics
and conflicts of interest training and compliance; initiated and oversaw a reorganization of the
agency aimed at achieving more efficient decision-making, more transparency and improved
customer service. Helped the agency achieve its first ever recognition as “The Best Place to
Work” in the federal government in 2008 and 2009 (Partnership for Public Service and
American University federal workplace survey). Also earned the top score in the federal
government for quality of agency management. Managed a docket of more than 600
proceedings per year. Frequently testified before Congress.
Federal Highway Administration; 2002-2006, Washington, DC. Associate Administrator for
Policy and Governmental Affairs (Senior Executive Service). Managed four offices and four
career Senior Executive Service members responsible for policy research, international
programs and legislative affairs. Led the USDOT Federal Highway Reauthorization Team
responsible for developing, advising Congress on and implementing the 2005 federal highway
reauthorization act (H.R. 3).
Virginia Department of Transportation; 1999-2002, Richmond, VA. Commonwealth
Transportation Commissioner/CEO and Vice Chair, Commonwealth Transportation Board. CEO
of the third largest state transportation department in the U.S. with responsibility for 56,000
miles of highways, 10,500 employees and an annual budget of $3.2 billion. Initiated and
implemented a major reorganization of the agency to achieve improved customer service,
accountability, environmental stewardship, and project management. Oversaw VDOT’s
response to the September 11, 2001 attack on the Pentagon. Oversaw all government ethics
and professional conduct training, compliance, enforcement and discipline. Created the first
ever VDOT Office of Inspector General to increase awareness of and compliance with ethics,
professionalism and government accountability standards.
Office of the Governor, Commonwealth of Virginia; 1998-1999, Richmond, VA. Assistant
Secretary of Transportation. Advised the Governor and Secretary of Transportation on a wide
range of transportation matters relating to the Commonwealth’s ports, airports, highways,
transit systems and the Department of Motor Vehicles.
U.S. House of Representatives; 1995-1998, Washington, DC. Counsel and Chief of Staff for
Congressman Tom Davis (VA-11th) and Chief of Staff for Congressman Bob Goodlatte (VA-6th).
Served as chief ethics compliance officer for both Members of Congress and their staff. Served
as Congressman Tom Davis’ senior advisor on all matters related to his chairmanship of the
Subcommittee on the District of Columbia. Staffed numerous hearings focused on waste, fraud
and accountability within the DC government. Assisted in drafting and implementing the
District of Columbia Financial Responsibility and Management Assistance Act of 1995 which
created DC’s chief financial officer position. Served as counsel to the Committee on
Government Reform and Oversight and staffed numerous oversight hearings focused on
executive branch agency accountability and stewardship of public resources.
U.S. Department of Justice; 1988-1989, Washington, DC. Paralegal and FOIA Officer (GS 7 civil
servant); responsibilities included reviewing and clearing Freedom of Information Act (FOIA)
inquiries. Received USDOJ FOIA training.

r. Charles D. “Chip” Nottingham is an experienced attorney with
professional experience in government ethics and open government and
end experience as a member of local and state boards. He is founder and
principal of a private practice that focuses on legal, regulatory, policy and
government relations. The firm is dedicated to helping clients who share
a commitment to economic growth, infrastructure improvement, and
constructive civic engagement. Mr. Nottingham is a current member of
the Board of Ethics and Government Accountability.
During his long tenure of public service, Mr. Nottingham was confirmed
by the Senate and joined the Surface Transportation Board (STB) in
August 2006, serving as Chairman from August 2006 until March 2009.
Mr. Nottingham’s tenure as Chairman was marked by significant reform initiatives aimed at
making the agency more accessible, transparent, and efficient. The Surface Transportation Board
was ranked first among small federal agencies by the Partnership for Public Service and American
University in their survey of the 2009 Best Places to Work in the Federal Government. The agency
also earned the top rating for “Effective Leadership.”
From 2002 to 2006, Mr. Nottingham served as the Associate Administrator for Policy and
Governmental Affairs at the Federal Highway Administration (FHWA), managing policy
development and analysis, legislation, Congressional affairs, highway funding and system
performance analysis, and international programs. He played a leading role in developing the
Administration’s surface transportation reauthorization proposal in 2002 -2003, and advised
Congress throughout the deliberations on that legislation until enactment in August 2005.
Between 1998 and 2002, Vice Chairman Nottingham served as Assistant Secretary of
Transportation and then Commonwealth Transportation Commissioner for the Commonwealth of
Virginia. As Commonwealth Transportation Commissioner between 1999 and 2002, he served as
the chief executive officer of the Virginia Department of Transportation (VDOT), managing more
than 10,000 employees and an annual budget of more than $3 billion. Mr. Nottingham also has
served as Counsel to the U.S. House of Representatives’ Committee on Government Reform,
Counsel and Chief of Staff to former Congressman Tom Davis of Virginia, and Chief of Staff to
Congressman Bob Goodlatte of Virginia.
A Ward 3 resident, Mr. Nottingham earned his Bachelor of Arts from Wesleyan
University in Middletown and his Juris Doctor from George Mason University.
