18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "Director of the Office on Returning Citizen Affairs Talib Shakir
20 Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 as the Executive Director of the Office on Returning Citizen Affairs, established by the Office on
29 Ex-Offender Affairs and Commission on Re-Entry and Ex-Offender Affairs Establishment Act
30 of 2006, effective March 8, 2007 (D.C. Law 16-243, D.C. Official Code§ 24-1302), to serve at
31 the pleasure of the Mayor.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

Mr. Talib Shakir currently serves as Acting Director of the Office on
Returning Citizen Affairs. He previously served as Deputy Director of
Community Relations for the Mayor’s Office of Community Relations
and Services, where he oversaw citywide constituent engagement, multi-
agency coordination, and operational support across all eight wards.
Mr. Shakir brings more than a decade of experience in District
Government and the nonprofit sector, with a strong background in field
operations, crisis navigation, and service delivery for residents facing
complex barriers, including justice -involved individuals. H is lived
experience navigating the criminal justice system enhances his ability to
build trust, understand reentry challenges, and lead programs grounded
in equity, access, and community impact. Last year, Mr. Shakir was appointed Commercial Safe
Corridor Manager, coordinating engagement and operations at the Chinatown and Anacostia Hubs.
A Ward 1 resident, Mr. Shakir earned a certification in victim advocacy from Adams State
University and studied entrepreneurial and small business operations at Georgetown University.
